ROLE PURPOSE Conduct research, prepare policy documents and provide policy recommendations to the higher-level authority in support of the Financial Prudential Policy Section’s role in providing timely policy advisory support and addressing prudential policy matters affecting internal stakeholders. PRINCIPAL ACCOUNTABILITIES Prudential Policy Formulation and Review Conduct analytical research and studies and provide recommendations for the formulation of new and review of existing prudential policies in line with the Section’s and Unit’s mandate, Corporate Action Plan and relevant international standards and practices. Monitor and escalate issues and enquiries relating to prudential policies, guidelines, circulars, directives and other matters pertaining to the Section’s responsibilities. Perform administrative and operational activities and provide policy advisory support to other Units and Departments as planned or required by the higher-level authority. Financial Stability Committee (FSC) Secretarial Role Update and maintain records relating to the Financial Stability Committee, including its membership, meeting documentation and other relevant records as required by the Section Lead or Head of Unit. Other Relevant Assignments and Projects Facilitate administrative arrangements for Labuan FSA’s participation in IOSCO, GIFCS and other international standard-setting bodies, including discussions, conference calls, surveys, questionnaires, self-assessments and peer review processes. Facilitate Labuan FSA’s review and provision of views on draft standards, guidance and other relevant documents issued by international standard-setting bodies as assigned by Management. Facilitate meetings, discussions and sessions for the Unit and support the implementation of collaborative efforts with other Departments and Units as required by the Section Lead or Head of Unit. QUALIFICATIONS Academic Qualifications Possess a Bachelor’s degree in Law, Accountancy, Economics, Banking, Finance, Business Management or a related discipline from an institution recognised by MQA, or an equivalent professional qualification. Experience Minimum 2 to 3 years of relevant working experience in a regulatory environment, financial services sector, policy-related function or other relevant field. Exposure to prudential regulations, financial sector policies, regulatory frameworks or relevant international standards and practices. Experience in conducting research, preparing analytical or policy-related documents and coordinating with internal or external stakeholders. COMPETENCIES Meet the minimum competency requirements for the role based on the LFSA Competency Model. Technical Skills Proficient in Microsoft Office Suite, particularly Word, Excel and PowerPoint. Good understanding of prudential regulations, financial sector policies and relevant international standards and practices. Ability to conduct research and analyse regulatory, financial and industry developments to support policy formulation and review. Ability to draft policy papers, guidelines, circulars, directives and other regulatory documents. Ability to prepare clear and structured analysis, recommendations and briefing materials to support policy advisory and decision-making.
