National Consultant - Development and Rollout of Youth Peer Educator (YPE) and Adult Support Group (ASG) Training, Catbalogan City

Background and Rationale: The United Nations Population Fund (UNFPA) is committed to achieving a world where every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled. Central to its mandate is the promotion of gender equality, the elimination of gender-based violence (GBV), and ensuring access to life-saving reproductive health services. In addressing these goals, the "Towards Universal SRHR in the Indo-Pacific" (TUSIP) Project aims to shift community ecosystems to protect young people from Child, Early, and Forced Marriage and Unions (CEFMU) while promoting Adolescent Sexual and Reproductive Health and Rights (ASRHR). Because deep-rooted social norms typically require sustained intervention to transform, community-led initiatives are vital. Youth Peer Educators (YPEs) serve as critical agents of change, empowered to lead peer-to-peer interventions and guide their networks away from harmful norms. Concurrently, Adult Support Groups (ASGs)—comprising parents and community leaders—are necessary to create a protective, enabling environment that supports these youth. Evidence from the TUSIP pilot implementation in Barangay Bunuanan, Catbalogan City, highlights the profound impact of this two-pronged approach. Pre- and post-intervention assessments demonstrated that YPEs' correct understanding and definition of CEFMU surged from 33% to 89%. Similarly, ASG members saw their average competency scores in community facilitation, positive parenting, and prevention advocacy increase from 60% to 88%. To sustain and expand these foundational gains, the engagement of an Individual Consultant is necessary to finalize the training modules and lead the expansion of these efforts. Objectives: The consultancy aims to finalize and roll out comprehensive training for YPEs and ASGs. Specifically, the Individual Consultant shall: ● Develop and finalize the training package for YPEs and ASGs ● Roll out and advocate the local partners to reproduce and use the YPE Mini Booklet. ● Conduct comprehensive Training of Trainers (TOT) for YPEs and ASGs, expanding implementation from the pilot site in Bunuanan to Silanga, Catbalogan City. ● Coordinate extensively with local government units and partner agencies to institutionalize the modules and complementary materials and sustain intervention impacts. Scope of Work: I. Duties and Responsibilities of the Consultant Under the technical guidance of UNFPA, the Consultant will undertake the following: A. Inception and Planning ● Conduct initial consultations with UNFPA and relevant partners to define the workplan, training framework, module enhancement strategies, and implementation plan. B. YPE and ASG Training Package Development and Finalization ● Refine and finalize the drafted YPE and ASG modules YPE modules cover foundational life skills, understanding the "Gender Box", dissecting social norms, preventing CEFMU, disrupting GBV, and navigating safe reporting. ASG modules aim to equip parents and community leaders in creating a protective environment for adolescents. ● Pivot capacity-building from theoretical modules to practical, scenario-based case simulations to deepen real-world decision-making in adolescents. ● Integrate core competencies on positive parenting, effective communication, and rights-based framework. ● Ensure that the revised YPE and ASG training modules are aligned with UNFPA's human rights-based approach, gender-transformative programming, positive youth development principles, child safeguarding standards, Prevention of Sexual Exploitation and Abuse (PSEA), Do No Harm principles, and other relevant national and international guidance, as applicable. ● Develop a complete training package to support standardized implementation and replication by local government units and partners. The package shall include, at a minimum: ● Facilitator's Guide; ● Participant's Handbook or Learning Workbook; ● Presentation decks; ● Session plans and facilitation notes; ● Pre- and post-training assessment tools; and ● Training evaluation forms and other learning materials, as appropriate. C. Validation and Finalization of the Training Package ● Facilitate the technical review and validation of the revised YPE and ASG training package to ensure technical quality, contextual relevance, and alignment with UNFPA standards. Specifically, the Consultant shall: ● Submit draft training modules and accompanying learning materials to UNFPA for technical review; ● Revise the draft materials based on UNFPA comments and recommendations; ● Facilitate one validation workshop or technical consultation with UNFPA and relevant stakeholders, as appropriate, to obtain feedback on the revised modules; ● Incorporate agreed revisions arising from the validation process; and ● Submit the final training package for UNFPA approval. D. Advocacy and Rollout of the YPE Mini Booklet ● Design a strategic rollout and advocacy plan to introduce the finalized YPE Mini Booklet (Gabay ng Kabataan) to local partners and stakeholders in Catbalogan City. ● Conduct advocacy meetings and presentations with LGUs and agencies (SK, Barangay Councils, CSWDO, CPYDO, CHO, DepEd) to promote the adoption, mass reproduction, and sustained utilization of the YPE Mini Booklet within their respective youth programs. ● Provide technical assistance or brief orientations to these local partners on how to effectively integrate the booklet into their existing community activities and campaigns. E. Conduct of Training (YPEs and ASGs) ● Organize and conduct Training of Trainers (TOT) for YPEs and ASGs. Building upon the successful pilot intervention in Bunuanan, lead the rollout to Barangay Silanga in Catbalogan City. ● Facilitate simulation exercises, role plays, case studies, and practice facilitation sessions to strengthen participants' knowledge, facilitation skills, confidence, and readiness to conduct community-based sessions. ● Administer pre- and post-training assessments and training evaluations to measure knowledge acquisition, facilitation competencies, and participant satisfaction, and use the results to improve subsequent training sessions. ● Develop and implement a structured post-training mentoring and coaching plan, including follow-up coaching sessions and technical support, to reinforce learning, address implementation challenges, and strengthen the confidence and competencies of newly trained YPEs and ASGs. ● Document key learning outcomes, participant feedback, good practices, implementation challenges, and recommendations to inform future roll-out and institutionalization of the training programme. F. Stakeholder and LGU Coordination ● Collaborate directly with Local Government Units (LGUs) and relevant bodies including the Sangguniang Kabataan (SK), Barangay Officials, the City Social Welfare and Development Office (CSWDO), the City Population and Youth Development Office (CPYDO), the City Health Office (CHO), and the Department of Education (DepEd). G. Monitoring, Reporting, and Documentation ● Comprehensively document the conduct of the Training of Trainers (TOT) for both YPEs and ASGs, capturing key learnings, participant feedback, and pre-and post-test results. UNFPA will provide some monitoring tools to the consultant. ● Monitor, track, and document all continuous post-training mentoring and coaching sessions designed to ensure YPEs and ASGs remain confident and accurate in their advocacy. ● Track and document the community rollout of the trainings and the practical utilization of the YPE Mini Booklet in the field. ● Prepare and submit regular progress and completion reports detailing the aforementioned activities for the review, feedback, and approval of the UNFPA Gender/GBV Team.
