Fundraising Consultant for Indonesia NPAP Sustain Phase - Ocean and Plastic Waste Program This is a hybrid position which requires 8 days per month in the office. You will be based in our office in WRI Indonesia, Jakarta. Existing work authorization is required at the time of application submission as WRI is unable to sponsor any visa work sponsorship for this position. Program Overview WRI Indonesia hosted the secretariat of Indonesia’s National Plastic Action Partnership (NPAP), as part of the Global Plastic Action Partnership (GPAP) which initiated by the World Economic Forum (WEF), as a bold neutral platform responsible for coordinating and facilitating the public-private partnerships working to free the world from plastic waste and pollution. The initiative aims to tackle one of the most difficult and pressing challenges facing our global commons – plastics pollution – in particular the plastic pollution of rivers, deltas and the ocean. The Government of Indonesia has made significant step by committing to reduce plastics pollution to the ocean and manage solid waste by 100% in 2029. GPAP is supporting Indonesia to reduce plastic pollution to the ocean through National Plastic Action Partnership (NPAP). The partnership brings together top leaders from government, private sectors and civil society organizations to contribute to achieving national plastic pollution reduction and solid waste management target. Job Highlight The Fundraising Consultant will support WRI Indonesia as the secretariat of Indonesia NPAP in developing and executing a fundraising strategy to support the sustain phase of the Indonesia NPAP through a close collaboration with key stakeholders , including the Indonesia NPAP Secretariat, GPAP, the NPAP Co-Chairs and Steering Board, in assessing and co-designing potential governance, institutional, operational and financing scenarios for the Sustain Phase, ensuring alignment with the broader GPAP/NPAP model. The consultant’s work will focus on securing funds to support the continuation and expansion for the next phase of NPAP in 2027-2028. Additionally, the consultant will work with WRI Indonesia’s operations team to establish operational mechanisms capable of accommodating various donors, including a multi-donor funding scheme. Reporting to the Indonesia NPAP Community Coordinator, this position will be based in Jakarta with office-flex working arrangement and travel requirement as needed. What You Will Do Fundraising, research and proposal development (70%): Conduct research and desk study related to fundraising activities, funding mechanism, donor landscape, and proposal development to inform the NPAP Sustain Phase Develop comprehensive fundraising strategy, including analysis of funding mechanism and a database of potential donors to support the next phase of NPAP Provide fundraising advisory and develop funding proposals for the NPAP Sustain Phase, including but not limited to EPR, reuse/refill, solid waste management, decarbonization and innovative financing, in close coordination with GPAP, the NPAP Co-Chairs and Steering Board, secretariat of NPAP and WRI Indonesia’s development team in assessing and co-designing potential governance, institutional, operational and financing scenarios for the Sustain Phase, ensuring alignment with the broader GPAP/NPAP model.. Develop the NPAP Sustain Phase strategy, including options and scenarios for tis institutional, governance, operational, and financing models, and present the proposed strategy to the NPAP Co-Chairs and Steering Board members to seek strategic direction and endorsement. Develop the NPAP administrative and governance structure for the endorsed NPAP Sustain Phase model, including institutional arrangements, governance mechanisms, roles and responsibilities, and operational workflows to support long-term implementation. Subject to agreement on the Sustain Phase governance model, support the Indonesia NPAP Secretariat and relevant government counterparts, in coordination with GPAP, in developing any required governance instruments. Develop operational mechanisms for WRI Indonesia to accommodate different donor funding mechanisms, with a primary focus on securing and managing funding for the Indonesia NPAP Secretariat, while identifying opportunities to leverage relevant WRI plastics and circular economy projects and funding streams to support NPAP priorities and its Sustain Phase. Identify synergies across WRI Indonesia's plastics and circular economy portfolio that could generate co-funding opportunities, strengthen NPAP implementation and contribute to the long-term financial sustainability of the NPAP Secretariat." Coordination and Implementation Support (10%) Coordinate regular meetings with potential donors and NPAP community in relation to fundraising activities Support the implementation and follow-up of fundraising activity of NPAP and plastic portfolio Coordinate, consolidate, and analyze inputs from stakeholders to inform fundraising activities and strategy Engagement (20%) Lead stakeholders engagement in relation to fundraising activity, including but not limited to the government counterpart, private sector, development partners, funding institutions, in close coordination with Line Manager Lead the presentation and discussion of fundraising proposals and concept to potential donors and NPAP community with strategic direction and coordination with Line Manager What You Will Need Bachelor’s degree in environmental management, business, development studies, international relations, or other relevant field Minimum 5 (five) years of relevant experience in external fundraising and resource mobilization, preferably with a large, international organization. Prior engagement on environmental projects that are relevant to, among others: climate/oceans/cities/forests/energy focus areas, are desirable. Proven track record of contributing to successful grant acquisition efforts from foundations, bilateral/multilateral donors, foreign governments, development partners, or other institutional funders. Experience in developing concept notes, project proposals, and/or other donor-facing materials for various funders with strong ability to translate technical or programmatic ideas into compelling funding propositions Experience supporting the development of fundraising strategies and identifying resource mobilization opportunities relevant to project needs. Good understanding of donor priorities, funding mechanisms, and partnership models Familiarity with the Indonesian environmental landscape, including relevant policies, stakeholders, and funding opportunities. Good understanding of donor requirement and relationship management practices Basic understanding in project Theory of Change, Logical Framework and Monitoring, Evaluation and Learning (MEL). Strong interpersonal and collaborative skills; a demonstrated ability to diplomatically and effectively to collaborate internally to deliver results. Good communication and presentation skills in Bahasa Indonesia or English, with the ability to effectively convey the organization's mission and impact to diverse audiences. Proactive, strategic, and result-oriented with ability to work independently and manage multiple, competing priorities. Ability and willingness to travel as assigned Legally able to work in Indonesia Preferred Qualifications: Passionate about addressing plastic waste, ocean, and environmental management issues and experienced in working with multistakeholder platforms. Ability to design presentations/decks Duration 15 September 2026 – 31 March 2027 Deliverables 1. NPAP Sustain Phase Strategy developed, finalized, and presented to NPAP Co-Chairs and Steering Board representative for review and endorsement. 2. NPAP administrative and governance framework developed and finalized, including governance documents and draft of Ministerial Decree (Surat Keputusan) 3. Ministerial Decree formalizing the NPAP Sustain Phase governance structure signed by the authorized government official(s) 4. Potential funding opportunities identified and assessed 5. Engagement meetings with prospective donors and funding institutions facilitated to explore funding opportunities and advance the fundraising pipeline 6. High-quality funding proposals and concept notes developed for prospective funders Terms of Payment Daily-rate consultant with a maximum of 20 (twenty) working days per month.
