Job Summary The Human Resources (HR) Manager is responsible for planning, directing, and overseeing all human resource functions of the clinic. This includes recruitment, employee relations, performance management, compensation and benefits administration, training and development, policy implementation, and compliance with Philippine labor laws and healthcare industry regulations. The HR Manager ensures that the clinic maintains a competent, motivated, and compliant workforce that supports the delivery of quality patient care. Key Responsibilities 1. Recruitment and Staffing Develop and implement recruitment strategies to attract qualified healthcare and non-healthcare personnel. Manage the end-to-end recruitment process, including job postings, screening, interviews, hiring, and onboarding. Coordinate with department heads to identify staffing requirements. Maintain updated job descriptions for all positions. 2. Employee Relations Foster a positive and productive work environment. Address employee concerns, grievances, and disciplinary issues in accordance with company policies and labor laws. Promote employee engagement and retention initiatives. Facilitate conflict resolution and maintain harmonious workplace relationships. 3. Performance Management Develop and oversee the performance appraisal system. Assist supervisors in setting performance goals and conducting evaluations. Monitor employee performance and recommend improvement plans when necessary. 4. Compensation and Benefits Administer payroll in coordination with the Finance Department. Manage employee benefits including: SSS PhilHealth Pag-IBIG Fund Leave administration Health Maintenance Organization (HMO), if applicable Ensure timely government remittances and statutory compliance. 5. Training and Development Conduct training needs assessments. Develop employee orientation and onboarding programs. Coordinate internal and external training programs. Support leadership development and continuing education initiatives. 6. Policy Development and Compliance Develop, review, and update HR policies and procedures. Ensure compliance with: Philippine Labor Code Department of Labor and Employment (DOLE) regulations Data Privacy Act of 2012 Occupational Safety and Health Standards Other applicable government regulations Ensure compliance with clinic accreditation and regulatory requirements. 7. Records Management Maintain accurate employee records and personnel files. Ensure confidentiality of employee information. Prepare HR reports and workforce analytics. 8. Health, Safety, and Employee Welfare Coordinate workplace health and safety initiatives. Ensure compliance with occupational health and safety standards. Assist in employee wellness programs. 9. Strategic HR Management Develop HR strategies aligned with the clinic's mission and objectives. Participate in organizational planning and workforce development. Recommend improvements to HR systems and processes. Qualifications Education Bachelor's Degree in Human Resource Management, Psychology, Business Administration, or a related field. A Master's Degree is an advantage. Experience At least 5 years of progressive HR experience, with at least 2 years in a supervisory or managerial role. Experience in a healthcare, hospital, or clinic setting is preferred. Knowledge Philippine Labor Code and related employment laws. DOLE regulations. SSS, PhilHealth, Pag-IBIG, and BIR requirements. HR best practices. Performance management systems. Recruitment and talent acquisition. Employee relations and labor relations. Payroll and benefits administration. Skills Strong leadership and people management skills. Excellent communication and interpersonal skills. Conflict resolution and negotiation abilities. Organizational and time management skills.
