FINANCE OFFICE Senior Purchasing Manager / Purchasing Manager (Purchasing and Support Services) ( 26270073 ) The Senior Purchasing Manager is responsible for leading the purchasing section, developing procurement strategies, and ensuring the efficient acquisition of goods and services. This role involves managing supplier relationships, negotiating contracts, and optimising purchasing processes to achieve cost savings and high-quality standards. Responsibilities: Support the Assistant Director of Finance (Purchasing and Support Services Section) in the management of the procurement function and ensure all procurement transactions fully comply with the established regulations and procedures; Support administrative tasks of Tender Boards and committees of the University including preparing tender board papers and vet tender or contract documents; Oversee daily procurement operations, which include working closely with different departments or faculties to meet the business requirements, tender specification and contract terms, as well as negotiating the best deals with the service providers; Lead and perform administrative tasks including but not limited to insurance matters, supplier management, car pool service, messenger service, regular orders of pantry and office consumables, warehouse management etc to achieve departmental objectives; Analyse purchasing data and generate reports for management review; Responsible for the procurement function transformation by developing and implementing relevant strategies, including the establishment of demand planning framework and the sub-category plan through dynamic cost structures that support the University's strategic objectives; Monitor market trends and provide relevant guidance to the procurement team, fostering a culture of continuous improvement in terms of productivity, as well as setting up cost-saving measures without compromising the quality of the services/products from suppliers; and Perform any other duties as assigned by Supervisors. Requirements: Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, or related disciplines; At least 12 years of experience in purchasing or procurement, with 5 years or above in a managerial role; Strong negotiation and leadership skills; Excellent analytical and problem-solving abilities; Adapt to changing priorities and challenges with a positive attitude; Foster a respectful and cooperative team environment; Good command of both spoken and written English and Chinese; Experience with Oracle financial system is an advantage; Proficient in procurement software and Microsoft Office Suite; and Student member / member of CIPs or a professional accounting body would have an advantage. Candidates with less experience or/and academic qualifications will be considered for the post of Purchasing Manager. Shortlisted candidates will be invited to attend a written test and an interview. The initial appointment will be offered on a fixed-term contract of three or two years. Re-appointment thereafter will be subject to mutual agreement and availability of funding.
