HR and Admin Manager Job Type: Full-time Job Summary We are looking for an experienced and hands-on HR and Admin Manager to lead the company's Human Resources and Administrative functions in a fast-paced and dynamic environment. This role is responsible for the full spectrum of HR operations—from talent acquisition and employee relations to compensation and benefits, performance management, compliance, and organizational development—while also overseeing administrative operations that support the business. The ideal candidate is a practical, approachable, and strategic HR professional who can confidently handle complex employee situations, provide sound guidance to leaders, and ensure efficient HR and administrative processes. This role requires strong leadership, sound judgment, and the ability to foster a positive, compliant, and high-performing workplace. Key Responsibilities 1. HR Leadership & Strategy Develop and implement HR strategies, policies, and programs aligned with the company's business objectives. Serve as a trusted advisor to management on workforce planning, organizational development, succession planning, and talent management. Lead, coach, and develop the HR and Administrative team while ensuring efficient day-to-day operations. Establish departmental goals, performance standards, and continuous improvement initiatives. Support strategic planning and organizational change initiatives. 2. Recruitment & Talent Management Manage the end-to-end recruitment process, including manpower planning, sourcing, interviewing, hiring, onboarding, and employee integration. Partner with department heads to identify staffing requirements and attract top talent. Develop and implement retention and employee engagement programs. Build and strengthen employer branding initiatives to remain competitive in the talent market. 3. Employee Relations Manage employee relations, disciplinary cases, grievance handling, conflict resolution, and investigations with fairness and professionalism. Coach and advise managers on employee performance, behavioral concerns, and difficult HR situations. Foster a culture of trust, open communication, accountability, and employee engagement. Promote a positive work environment while maintaining organizational standards and policies. 4. Performance Management, Training & Organizational Development Oversee performance management processes, including performance reviews, coaching, and performance improvement plans. Identify organizational and individual training needs and coordinate learning and development programs. Support leadership development, succession planning, and employee career growth initiatives. Promote a culture of continuous learning and high performance. 5. Compensation, Benefits & HR Operations Oversee compensation and benefits administration, including payroll coordination, employee incentives, and government-mandated benefits. Ensure compensation programs remain fair, competitive, and compliant. Maintain accurate HR records and HR information systems. Manage onboarding, offboarding, employment documentation, and employee data. Prepare HR reports, workforce analytics, and manpower planning reports. 6. Compliance & Policy Management Develop, review, and implement HR policies, procedures, and employee handbook updates. Ensure compliance with labor laws, government regulations, and company policies. Monitor legal and regulatory changes affecting HR practices. Maintain confidentiality and uphold ethical HR standards. 7. Administrative & Office Management Oversee daily administrative operations to ensure efficient office management. Supervise office facilities, equipment, company assets, security, housekeeping, transportation, and other support services. Manage company permits, licenses, contracts, insurance, and administrative documentation. Develop and implement administrative policies and procedures. Monitor administrative budgets and control operating expenses. 8. Reporting & Business Support Prepare and present HR, administration, and workforce reports to management. Analyze HR metrics and recommend process improvements. Support cross-functional initiatives and organizational projects that contribute to business growth and operational excellence. Qualifications Bachelor's degree in Human Resources, Psychology, Business Administration, or a related field. Proven experience handling all major HR functions, including: Recruitment and Talent Acquisition Compensation and Benefits Employee Relations Performance Management Training and Development Organizational Development HR Policy Development Labor Law Compliance Experience overseeing administrative operations is highly preferred. Strong working knowledge of labor laws, HR best practices, and government compliance requirements. Experience working in a fast-paced and challenging business environment. Skills & Competencies Strong leadership and people management skills. Excellent decision-making, analytical, and problem-solving abilities. Effective conflict resolution and employee coaching skills. Strong knowledge of labor laws and HR compliance. Experience in compensation and benefits administration, wage structures, and payroll coordination. Excellent communication, negotiation, and interpersonal skills. Highly organized with the ability to manage multiple priorities and meet tight deadlines. Service-oriented with a high degree of professionalism, honesty, and integrity. Detail-oriented with strong organizational and administrative skills. Self-motivated and able to work independently with minimal supervision. Calm, composed, and effective under pressure and during periods of organizational change. Proficient in Microsoft Office applications and HR Information Systems (HRIS).
