About Happy Doggo Happy Doggo is a growing animal welfare organisation working to create lasting change for dogs and communities across Thailand. We are looking for an exceptional Education Programme Manager to lead the development of an ambitious, long-term programme designed to create meaningful change in how people think about dogs, animal welfare and responsible ownership. This is not a conventional education role . We are not looking for someone whose primary focus is delivering classroom lessons or managing traditional school outreach programmes. Instead, we are looking for someone who understands how people, institutions and systems change — and who can turn ideas into programmes and campaigns capable of reaching millions of people. About the Role As Education Programme Manager, you will build and lead a national-scale education and public influence programme focused on creating long-term behavioural and attitudinal change. The programme may use a combination of: Education and behaviour-change initiatives Social media and public awareness campaigns Government and policy engagement University and academic partnerships Media, film and digital content Celebrity and influencer partnerships Community engagement and public events Technology and innovative digital platforms Research, monitoring and impact evaluation Strategic partnerships and national campaigns You will have the opportunity to build something from the ground up, experiment with new approaches and develop programmes that can extend far beyond Happy Doggo's direct delivery capacity. This role requires someone who is comfortable engaging with senior government officials, policymakers, universities, media organisations, corporate partners and other influential stakeholders. Key Responsibilities Strategy & Programme Development Develop the overall strategy, theory of change and multi-year roadmap for the programme. Identify key attitudes and behaviours that the programme should influence. Design, test and evaluate new initiatives and pilot programmes. Identify successful approaches and develop strategies to scale them. Research innovative education, behaviour-change and public influence approaches in Thailand and internationally. Establish clear objectives, target audiences, outcomes and measures of success. Government & Institutional Engagement Build and maintain relationships with Thai government departments, policymakers and public institutions. Identify opportunities to influence relevant policy, public health and education initiatives. Develop partnerships that can support institutional or national-scale implementation. Represent Happy Doggo in senior-level meetings, conferences and external forums. Build coalitions and partnerships around shared objectives. Education, Partnerships & Public Influence Develop strategic partnerships with universities, education providers, NGOs, foundations, media organisations and corporate partners. Identify innovative ways to reach and influence people beyond traditional classroom education. Develop partnerships around research, content development, student engagement and programme evaluation. Work with creative agencies, production companies, media organisations and content creators. Develop relationships with celebrities, influencers and other public figures where appropriate. Identify opportunities to bring dog welfare and responsible ownership into mainstream culture. Campaigns & Content Lead the strategic development of engaging and culturally relevant content and campaigns covering areas such as: Dog welfare and responsible ownership Dog safety and human–dog relationships Rabies prevention and awareness Sterilisation and dog population management Canine reproductive health, including pyometra Animal welfare and public health Community responsibility Content and campaigns should be modern, engaging and designed specifically for the target audience. Impact, Monitoring & Evaluation This programme will be impact-led, not activity-led . You will: Develop a robust monitoring, evaluation and learning framework. Establish meaningful measures of knowledge, attitudinal and behavioural change. Establish baselines and track progress over time. Measure programme reach, engagement and outcomes. Use evidence and data to determine what should be continued, improved, stopped or scaled. Produce regular reports for senior leadership, funders, partners and other stakeholders. Programme Management Develop annual plans, priorities and budgets. Manage programme resources, external suppliers and future team members. Commission and manage agencies, researchers, consultants and creative partners. Manage timelines, budgets, risks and deliverables. Ensure programmes are delivered professionally and to a high standard. Work closely with internal teams across animal care, medical, operations, communications, partnerships and fundraising. What We're Looking For We are looking for someone with significant experience in areas such as: Government policy or public affairs Government relations Advocacy and campaigning Social or behavioural change Public health Education strategy Behavioural science Sociology or psychology Change management International development NGO programme management Communications and public engagement Policy research Institutional partnerships Most importantly, you will understand how to influence people, institutions and systems — and have experience turning strategy into meaningful action. Essential Requirements Significant experience in programme development, policy, advocacy, public affairs, education, social change or a related field. Demonstrable experience working with or influencing Thai government, policymakers or major institutions. Strong understanding of the Thai cultural and institutional environment. Fluent written and spoken Thai and English. Excellent strategic, analytical and communication skills. Proven ability to build relationships with senior stakeholders. Confidence representing an organisation externally. Experience managing complex programmes from concept through implementation and evaluation. Strong understanding of monitoring, evaluation and impact measurement. Excellent project and stakeholder management skills. Ability to communicate complex issues clearly to different audiences. Creativity, initiative and willingness to challenge conventional approaches. Highly Desirable Background or qualifications in behavioural science, sociology, psychology, change management, education, public policy or a related discipline. Experience in animal welfare, veterinary medicine, public health or rabies prevention. Experience working with universities or education institutions. Experience developing public-facing campaigns or multimedia content. Existing relationships with Thai government agencies, universities, media organisations or other major institutions. Experience managing agencies, researchers or creative production teams. Experience taking successful pilot programmes to institutional or national scale. The Person You are strategic, creative and comfortable working in an environment where not everything has been done before. You enjoy building new programmes from the ground up, testing ideas and using evidence to improve them. You are equally comfortable discussing strategy with senior stakeholders, developing partnerships, briefing creative teams and analysing programme data. You are motivated by creating measurable change — not simply delivering activities . Why Join Us?
