Role Purpose Carsem Thailand is building out its Talent Acquisition function, and we are looking for a hands-on Talent Acquisition Manager to lead and anchor the team through this build phase. Reporting to the Head of HR, the role owns end-to-end recruitment for the Thailand operation. It combines personal delivery on critical hires with leading, coaching, and developing a team of two recruiters. The successful candidate will bring strong individual delivery together with the maturity to manage stakeholders, hold their own with senior leadership, and establish the processes, pipelines, and employer brand that will sustain hiring as the site grows. Key Responsibilities • Lead end-to-end recruitment: own the full hiring cycle (sourcing, screening, assessment, interviewing, offer management, and onboarding) for roles across the Thailand operation, with a focus on manufacturing, engineering, and semiconductor/electronics talent. • Manage and develop the team: supervise, coach, and grow two recruiters; allocate requisitions, set standards, and build the team's capability and delivery discipline during this foundational period. • Deliver personally: stay hands-on and fill critical and hard-to-source vacancies directly rather than relying solely on the team, leading by example on delivery. • Partner with stakeholders: work closely with hiring managers and business leaders to understand workforce needs, advise on hiring strategy, and manage expectations with credibility and confidence at senior levels. • Build the foundation: establish and improve recruitment processes, pipelines, sourcing channels, and candidate-experience standards that scale as the site grows. • Drive sourcing and pipelines: proactively source through direct channels, job boards (e.g. JobsDB), professional networks, and referrals; build talent pools for recurring and specialised semiconductor roles. • Own employer branding: develop and run branding and attraction activities, including university relations and campus programmes, to strengthen Carsem's presence in the Thai talent market. • Manage budget and reporting: own the recruitment budget, track key metrics (time-to-fill, cost-per-hire, quality of hire, pipeline health), and report progress to leadership. • Lead change: drive continuous improvement and change-management initiatives across the talent acquisition function. • Ensure compliance: ensure hiring practices comply with Thai labour regulations and Carsem/HLMG group policies. Requirements • Bachelor's degree in Human Resources, Business, Psychology, or a related field. • Minimum 8 to 12 years of recruitment experience, including proven experience leading or managing a recruitment team. This is a leadership role, not an individual-contributor position. • Preferred candidate from semiconductor, electronics, or high-volume manufacturing recruitment strongly preferred. • Demonstrated ownership and stability, with a track record of sustained tenure and seeing hiring commitments through, especially in build or scale-up environments. • End-to-end recruitment expertise, from sourcing strategy to onboarding. • Proven stakeholder management, with the maturity and presence to engage and influence senior leadership. • Experience with employer branding, university relations, budgeting, and recruitment analytics. • Experience with structured/behavioural interviewing (e.g. BBI) and assessment tools is an advantage. • Global or regional recruitment exposure is a plus. • Fluency in Thai and English; based in or willing to relocate to Thailand.
