About Us The Accounting and Financial Reporting Council (AFRC) is the independent regulator of the accounting profession in Hong Kong established under the AFRC Ordinance (Cap. 588). As an independent regulator, we spearhead and lead the accounting profession to constantly raise the level of quality of professional accountants, and thus protect the public interest. This pivotal role not only enhances the quality of financial reporting but in turn reinforces our pursuit of promoting the healthy development of the profession and Hong Kong’s position as a competitive international financial centre. Responsibilities Serve as the in-house technical custodian of the organisation's core enterprise and regulatory applications, maintaining in-depth knowledge of the architecture, source code, database and system integrations. Manage the full software development life cycle (SDLC) from the organisation's side, covering technical design, specification, system integration testing (SIT), release management and change control. Analyse, maintain and enhance applications, source code, scripts, integrations and automation solutions across a range of technologies, including .NET, C#, ASP.NET, Python, SQL and the Power Platform; perform debugging, root-cause analysis and defect resolution; and coordinate with development vendors and internal teams on system enhancements and changes. Develop and optimise SQL queries and stored procedures for data analysis, system fixes and reporting, with a sound understanding of database schema, performance and integration logic. Design, implement and maintain source control and CI/CD pipelines (Git-based) across development, UAT and production environments to enable secure, automated and repeatable deployments. Provide application support and maintenance for the organisation's core systems, including incident handling, troubleshooting, root-cause analysis and timely resolution of production issues, while coordinating with users and vendors to ensure service continuity. Oversee and evaluate the development vendor's technical delivery, reviewing solution designs, code quality, deployment practices and security compliance prior to acceptance. Liaise and collaborate with stakeholders, business analysts, and delivery teams to translate business requirements into functional and technical specifications for business applications, system integrations, automation initiatives, AI-driven solutions and agent workflows, while supporting impact assessment and user acceptance testing (UAT). Ensure all releases comply with internal IT, security and change-management standards, and maintain accurate, up-to-date technical and design documentation. Fulfil other responsibilities as assigned. Requirements Bachelor's degree in Computer Science, Information Technology, Software Engineering, or other related discipline. At least 5 years' hands-on experience in enterprise application development, systems analysis, support and delivery. Strong proficiency in .NET / C# and ASP.NET, with proven ability to read, debug and enhance existing production code. Solid experience with SQL Server, including query development, data analysis, and performance tuning, and database backup. Experience developing and supporting integrations, APIs, scripts and automation solutions using technologies such as Python, PowerShell and REST-based services. Practical experience in CI/CD and Git-based DevOps (Azure DevOps or equivalent), with multi-environment release management. Working knowledge of Microsoft Azure services (e.g. Azure SQL, Application Gateway / WAF, Key Vault, storage and networking) and REST / API integration. Thorough understanding of the full SDLC and secure development practices, including testing, change control and release governance. Experience with Microsoft Power Platform (Power Apps, Power Automate and/or Copilot Studio) for application development, workflow automation and business process optimisation would be advantageous. Exposure to AI-enabled solutions, including Generative AI, AI-powered automation, intelligent document processing, chatbots, copilots or agent-based workflows, would be advantageous. Demonstrated ability to manage and evaluate external vendors, including the review of technical designs, code quality and delivery standards. Proactive, analytical and self-motivated, with strong problem-solving skills and the ability to work independently and collaboratively within a team. Excellent communication and interpersonal skills, with the ability to engage effectively with business users, management and vendors alike. Experience with Oracle NetSuite is an advantage.
