Company Background Established in January 2020, the Travel Industry Authority (TIA) is a statutory regulatory body established under the Travel Industry Ordinance (Cap. 634) (Ordinance). It is primarily responsible for the licensing and regulation of travel agents, tourist guides and tour escorts. TIA is also responsible for promoting the integrity, competence and professionalism of the travel industry practitioners and regulating shops that inbound tour groups are arranged to patronise. In addition, it is responsible for managing the Travel Industry Compensation Fund which provides protection for outbound travellers purchasing outbound packages. Members of TIA are appointed by the Chief Executive in accordance with the Ordinance. TIA is to consist of the Chairperson, the Vice-chairperson (the Commissioner for Tourism) and not more than 28 ordinary members from various sectors of Hong Kong. With the implementation of the new regulatory regime under the Ordinance, TIA takes over the regulatory and licensing functions from the Travel Industry Council of Hong Kong and former Travel Agents Registry. Key Responsibilities: Reporting to Manager (Finance), the incumbent will assume the following duties: Supervise subordinates in performing procurement exercises and finance matters; Assist in establishing, implementing and overseeing procurement mechanisms, policies and procedures to ensure efficient procurement processes; Conduct vendor management and maintain procurement registers to ensure compliance with TIA internal manual; Coordinate with internal teams and external parties in the procurement exercises; Compile regular and ad-hoc procurement reports for management review; Review accounting journals and schedules to support month-end, quarter-end and year-end closing; Review the cash-flow projection prepared by subordinates and ensure that sufficient funds are available to meet all operational and capital investment needs; Be responsible for the enhancement and administration of financial management system and e-levy system; Assist in preparation of meeting papers for Corporate Services Committee; and Perform any other duties assigned by the senior management. Requirements: Holder of a university degree preferably in Supply Chain Management, Accounting, Business Administration or related disciplines; A minimum of 5 years of working experience in procurement, preferably in regulatory/ government-funded bodies and/or international firms; Good command of written and spoken Chinese and English. Proficiency in Putonghua is an advantage; Proficient in Microsoft Word, Excel and PowerPoint as well as Chinese Word processing; and Responsible, self-motivated, mature, detail-minded and able to work independently with good interpersonal and communication skills.
