The Human Resource Manager is responsible for leading the Human Resources functions for all retail store operations with primary accountability for Employee Relations, Labor Relations, HR Compliance, Recruitment, and Security Management. The role partners closely with Operations, Area Managers, and Store Managers to ensure legal compliance, operational efficiency, timely manpower deployment, effective employee relations, and seamless HR support across all store locations. Key Duties and Responsibilities Oversee end-to-end recruitment for all store-based positions. Ensure manpower requirements are filled within approved recruitment turnaround times. Coordinate with Recruitment Team and Operations regarding urgent manpower requirements. Monitor recruitment performance, hiring quality, and vacancy status. Lead the implementation of Employee Relations and Labor Relations programs across all store locations. Conduct administrative investigations involving policy violations, misconduct, theft, fraud, attendance, performance, and other disciplinary concerns. Ensure observance of due process in accordance with the Philippine Labor Code. Represent the company during DOLE, NLRC, mediation, and conciliation proceedings in coordination with Legal. Provide labor law guidance and HR consultation to Operations and Store Management. Oversee employee movement documentation, disciplinary records, attendance monitoring, and HR reports. Ensure timely submission of HR reports from all store locations. Ensure compliance with the Philippine Labor Code, DOLE regulations, Occupational Safety and Health Standards (OSH), Data Privacy Act, and other applicable laws. Conduct regular HR and compliance audits across assigned stores. Ensure proper implementation of HR policies, company code of conduct, and standard operating procedures. Monitor completeness and accuracy of employee records and mandatory HR documentation. Review, validate, and process monthly security agency billings to ensure accuracy before endorsement for payment. Verify attendance records, deployment schedules, overtime, relievers, and billing discrepancies. Resolve billing issues and coordinate with Finance, Accounting, Operations, and security agencies regarding payment concerns.
