Amentum, a global leader in advanced engineering, technical, and professional services serving the US government, allies, and commercial clients across critical infrastructure sectors, is seeking a highly skilled HR Manager to join our team. The HR Manager will serve as a strategic partner, supporting program managers and other leaders to drive workforce development, foster a diverse and inclusive environment, and ensure effective business operations. This role will oversee human resources functions within dynamic and fast-paced environments, leading initiatives to enhance employee engagement, ensure compliance, and contribute to organizational goals. Job Responsibilities: Partner with program managers, leadership teams, and functional stakeholders to promote a diverse, inclusive, and productive workplace culture. Provide strategic HR guidance to support workforce development initiatives, employee engagement, and organizational effectiveness. Develop and implement HR strategies aligned with business objectives, operational requirements, and company values. Provide recommendations to leadership regarding workforce challenges, employee trends, staffing needs, and organizational improvements. Support program management by aligning HR initiatives with financial, operational, and workforce objectives. Serve as a trusted advisor to managers and employees regarding HR policies, procedures, and workplace practices. Provide leadership and guidance on employee relations matters. Conduct thorough employee relations investigations. Advise management on disciplinary actions, coaching opportunities, and employee performance concerns. Maintain confidentiality and professionalism when handling sensitive employee matters. Collaborate with recruiters and operations teams to assess staffing needs and improve recruitment processes. Support program start up activities and workforce transitions to ensure operational readiness. Maintain comprehensive knowledge of local, national, and international labor laws and regulations. Monitor HR practices to ensure adherence to applicable regulations, contractual requirements, and organizational standards. Provide guidance on performance management processes. Facilitate training initiatives. Develop solutions to address workforce challenges across multiple locations. Manage multiple HR projects while maintaining quality and compliance. Perform other job-related duties as assigned that are consistent with the nature and level of the position. Required Qualifications: Bachelor’s degree in Human Resources, Business Administration, or related field. Minimum of 5-7 years of progressive HR experience, including HR generalist responsibilities and strategic leadership. Proven experience collaborating with other functional areas, including recruitment, operations, and management teams. Demonstrated expertise in employee relations, including investigating complaints, advising on employee conduct, and managing disciplinary actions. Comprehensive understanding of employment laws, labor practices, and best practices in HR compliance. Leadership skills with experience driving change, managing ambiguity, and leading organizations through organizational change. Exceptional communication, presentation, facilitation, and listening skills to establish relationships and promote collaboration at all levels of the organization. Ability to prioritize tasks, manage multiple complex processes, and solve administrative and operational challenges independently. Strong research skills to review labor laws, regulations, and policies, and develop recommendations for action. Proficiency in Microsoft Office Suite and HR management systems. Must have a valid passport and be able to travel internationally. Passport should be valid for a minimum of one (1) year or more at the time of hiring. Ability to successfully pass contract medical requirements and maintain compliance for the duration of deployment. Must be able to obtain and maintain facility credentials/authorization. Employees must read, speak, and comprehend English to the extent that they can perform the contract requirements and comply with installation emergency procedures. Passport must be valid for a minimum of one (1) year or more at the time of hiring. Ability to obtain country-specific visas per the U.S. Department of State Foreign Clearance Guide. Ability to successfully pass contract medical requirements and maintain compliance throughout the duration of deployment. Preferred Qualifications: Prior experience in an austere OCONUS (Outside the Continental United States) environment with a multi-national workforce is preferred. A valid driver’s license to legally operate a motor vehicle. Country visa (as required in line with the U.S. Department of State Foreign Clearance Guide). SHRM or HRCI certification (e.g., SHRM-CP, SPHR, PHR). Solid understanding of government contracting and experience in supporting Department of Defense (DoD) or similar client programs. Proven ability to successfully lead HR processes in dynamic and operationally demanding environments, including onboarding for large-scale projects. Experience driving employee engagement initiatives, such as surveys, one-on-one meetings, and team-building activities. Advanced knowledge of international labor regulations and compliance. Working Environment This position is located on Diego Garcia, British Indian Ocean Territory (BIOT), a remote overseas location supporting U.S. Government operations. Employees may work in office, industrial, warehouse, port, airfield, and outdoor environments and may be exposed to high temperatures, humidity, inclement weather, noise, dust, and uneven terrain. Work schedules may include evenings, weekends, holidays, and extended hours based on operational requirements. Physical Requirements Requirements may include prolonged sitting, standing, walking, climbing stairs, lifting up to 25 pounds regularly and 50 pounds occasionally, and working in both indoor and outdoor environments. Must be able to meet all medical, security, and deployment requirements associated with assignment to a remote overseas location.
