The Role We are looking for an experienced Sales Manager to join our Government & SI (System Integration) team, focusing on IT localization / domestic substitution initiatives. This role will be instrumental in driving our expansion into the Hong Kong government sector, managing the entire sales cycle from pre-sales tender support to solution design and vendor engagement, with potential involvement in project delivery. Key Responsibilities Tender & Pre-sales Support – Participate in pre-sales tender activities for government and public sector projects, including RFP/RFQ response, proposal preparation, and solution presentation Solution Design – Generate and customize IT solutions that align with government requirements and XinChuang (domestic IT substitution) frameworks Vendor Management – Identify, evaluate, and onboard appropriate suppliers/vendors to support project delivery and solution integration Stakeholder Engagement – Leverage existing government networks to develop and maintain strong relationships with key decision-makers across various government departments Project Delivery Support – Collaborate with technical and delivery teams to ensure smooth project execution, with opportunities to participate in hands-on project delivery Market Intelligence – Conduct market research to identify emerging opportunities in the government IT sector and XinChuang ecosystem Requirements Experience – Minimum 5 years of proven experience in technology sales, with a strong focus on the Hong Kong government sector Government Sales Track Record – Demonstrated success in government technology sales and tender/bid pre-sales activities within the HKSAR government IT Localization – Solid sales experience in XinChuang middleware or related domestic IT substitution products Government Network – Established relationships and resources within Hong Kong government departments Tender Expertise – Strong knowledge of government procurement processes, tender submission requirements, and compliance regulations Communication Skills – Excellent presentation, negotiation, and interpersonal skills; proficiency in English, Cantonese, and Mandarin is preferred Education – Bachelor’s degree in Business, IT, Engineering, or a related discipline
