Senior Procurement Officer

1-Year Contract 🚀 Lead Procurement for High-Impact Mega Projects Finema is looking for an experienced Mega Project Procurement Officer to take a key role in managing strategic procurement operations for large-scale technology and infrastructure projects. This is an opportunity for a senior procurement professional who can drive procurement strategy, control project costs, manage strategic suppliers, negotiate commercial terms, and work closely with Project, Engineering, Finance, Legal, and other key stakeholders to ensure successful project delivery. If you have strong experience in mega project procurement, ICT/System Integration, Infrastructure, or Government projects , and are ready to take ownership of high-impact procurement operations, we would love to hear from you. 📌 Key Responsibilities Budget & Cost Management Plan and manage procurement budgets for large-scale projects in line with approved Project Budgets . Analyze costs, evaluate pricing, and develop procurement strategies to maximize Value for Money . Monitor procurement spending and remaining budgets to prevent cost overruns. Strategic Procurement & Sourcing Develop and execute procurement strategies aligned with project requirements and business objectives. Conduct cost analysis, price comparisons, and supplier evaluations to achieve the best commercial outcomes. Lead negotiations with suppliers and partners to secure competitive pricing and favorable terms. Supplier & Vendor Management Develop and maintain strong relationships with strategic vendors, suppliers, manufacturers, and business partners. Build and leverage a strong Supplier Network , particularly within the technology, ICT, digital infrastructure, or related industries. Monitor supplier performance and proactively identify and manage procurement risks. Project & Stakeholder Management Collaborate closely with Project, Engineering, Finance, Legal , and other relevant teams to ensure procurement and delivery are aligned with project plans. Coordinate with Finance and Project Management teams on Cash Flow planning and appropriate payment terms. Manage procurement activities and delivery timelines to support successful project execution. Governance, Contract & Reporting Ensure procurement activities comply with company policies, procedures, contractual requirements, and applicable regulations. Support contract management and ensure procurement commitments are properly managed. Prepare procurement performance reports, KPIs, risk assessments , and management reports for relevant stakeholders. 🎯 Qualifications Bachelor's degree or higher in Business Administration, Engineering, Logistics & Supply Chain , or a related field. 8+ years of professional procurement experience , with at least 5 years of team management experience . Proven experience managing large-scale projects , particularly in: ICT System Integration Infrastructure Government projects Construction procurement Strong existing Supplier Network within technology, ICT, digital infrastructure, or related industries. Strong negotiation, contract management, vendor management, and stakeholder management skills. Strong understanding of procurement strategy, cost control, and risk management. Proven leadership skills with the ability to manage and collaborate effectively with cross-functional teams. Proficiency in ERP systems and Microsoft Excel .
