Procurement Manager (Ref. No.: HKRITA-PUM-07/26)

The appointee will be required to: Formulate, review, and oversee the procurement procedures and policies of the Institute; Supervise the procurement team, resolve day-to-day operational issues and drive continuous improvement in procurement processes and systems to enhance efficiency; Lead tendering exercises, evaluate tenders and supplier proposals, and make recommendations for award to the Tendering Board; Oversee the development and maintenance of the authorized supplier list, ensuring vendor performance and compliance; Collaborate with internal stakeholders to understand procurement needs, support strategic planning, and ensure alignment with operational priorities; Identify procurement risks and implement controls to ensure compliance with internal policies and external regulations; Prepare and manage budgets and resources of the procurement team, and assist in monitoring the procurement budget of R&D Projects; and Perform ad hoc duties as assigned. Requirements: A recognized degree in Procurement, Supply Chain Management, Logistics, Business, or a related discipline; holder of CIPS or CPSM a definite advantage; A minimum of eight years of relevant experience in sizable organizations, including at least three years in a supervisory role; Have a good understanding of governance and compliance requirements in the public sector; Hands-on experience with ERP systems is preferred; Strong negotiation skills, along with excellent analytical and numerical abilities; A good team player with a strong sense of responsibility, good interpersonal and effective time management; Good command of both written and spoken English and Chinese, fluency in Putonghua is an advantage; and Proficiency in MS Office applications and Chinese word processing.
