JOB SUMMARY The HR Employee Relations & Labor Compliance Officer is responsible for handling employee relations, disciplinary cases, workplace investigations, labor-related concerns, and compliance with company policies and applicable labor regulations. The position serves as the HR representative during administrative hearings and investigations and coordinates with clients, employees, management, and relevant government or law enforcement offices when necessary. KEY RESPONSIBILITIES 1. Employee Relations & Disciplinary Cases Handle employee complaints, grievances, and workplace concerns. Review and document employee violations and incidents. Prepare and issue Incident Reports, Notices to Explain (NTE), Personnel Action Forms (PAF), Written Warnings, and other disciplinary documents . Monitor employees' compliance with company policies and disciplinary actions. Maintain proper and confidential records of employee cases. 2. Administrative Hearing & Investigation Conduct and/or assist in administrative investigations and hearings involving employee violations. Serve as the HR representative during administrative conferences and employee meetings. Gather statements, documents, CCTV records, attendance records, and other relevant evidence. Interview employees, witnesses, supervisors, and other involved parties. Prepare investigation summaries and recommendations for management review. Ensure that employees are given an appropriate opportunity to explain their side in accordance with company procedures. 3. Labor Law & Compliance Assist management in ensuring compliance with applicable Philippine labor laws, regulations, and company policies . Monitor labor-related requirements and HR documentation. Assist in handling employee concerns involving wages, working hours, leaves, disciplinary actions, termination, and other employment-related matters. Coordinate with management regarding labor-related risks and employee cases. Assist in preparing documents required for labor-related proceedings. 4. Theft, Fraud & Serious Workplace Incidents Handle and document serious incidents such as theft, fraud, misconduct, unauthorized use of company property, workplace violence, and other major violations . Conduct initial fact-finding and gather supporting evidence. Coordinate with management and concerned personnel regarding the proper handling of serious incidents. When appropriate and authorized, coordinate with the Barangay, Philippine National Police (PNP), or other relevant authorities regarding reported theft or other incidents requiring external reporting. Assist in preparing incident documentation, affidavits, reports, and other supporting documents, as applicable. Accompany or represent the company when reporting or coordinating an incident with the appropriate authorities, when authorized by management. 5. Coordination with Clients and Branches Coordinate with client representatives, branch managers, supervisors, and OICs regarding employee incidents and disciplinary matters. Conduct branch visits when investigation or employee relations concerns require on-site assessment. Validate reported incidents and gather information from concerned personnel. Ensure proper endorsement and documentation of cases between the company, client, and employee. 6. Government & External Coordination Attend or assist in company matters involving DOLE, NLRC, Barangay, PNP, or other relevant government offices , when authorized. Prepare and organize documents required for meetings, conferences, inspections, or proceedings. Coordinate schedules, communications, and documentation with external offices. Maintain confidentiality of company and employee information throughout the process. 7. HR Documentation & Case Management Maintain an organized Employee Relations Case Tracker . Monitor pending investigations, NTE deadlines, administrative hearings, employee explanations, and management decisions. Ensure that disciplinary documents are properly signed, acknowledged, and filed. Prepare regular reports on employee cases and labor-related concerns for management. QUALIFICATIONS Bachelor's degree in Human Resources Management, Psychology, Labor Relations, Business Administration, or a related field . With experience in Employee Relations, Labor Relations, HR Compliance, or disciplinary case handling is highly preferred. Strong knowledge of Philippine labor regulations and HR policies. Experience conducting employee investigations and administrative hearings is an advantage. Excellent written and verbal communication skills. Strong documentation and report-writing skills. Able to handle confidential and sensitive employee matters professionally. Willing to conduct field/branch visits and travel to Barangay, Police Stations, DOLE, NLRC, and other offices when required. Assertive, objective, organized, and capable of handling difficult employee situations. Must be able to maintain professionalism and confidentiality at all times.
