Position Overview The Junior Competition Manager supports the effective planning, delivery, and governance of youth, mini, and schools’ rugby competitions across Hong Kong China Rugby (HKCR). The role is responsible for overseeing the Assistant Manager (Schools Competitions) and ensuring competitions are delivered in line with HKCR regulations, safeguarding standards, and operational best practice. Key Responsibilities Competition Management Develop and coordinate schedules for youth, mini, and schools rugby competitions and tournaments. Manage season calendars, fixture lists, and tournament structures across assigned competitions. Ensure all competitions comply with HKCR regulations, World Rugby guidelines, and safeguarding standards. Oversee match day operations, including staffing, logistics, and compliance monitoring. Staff Supervision Line-manage the Assistant Manager (Schools Competitions), providing guidance, performance feedback, and professional development. Support workforce planning for competitions, including recruiting and managing match officials, volunteers, and event staff. Foster a collaborative, high-performance team environment. Governance and Compliance Participate in relevant governance meetings, committees, and working groups. Contribute to the development, implementation, and review of competition regulations and policies. Uphold safeguarding, disciplinary, and code of conduct protocols across all competitions. Maintain accurate records and reports for governance audits and reviews. Stakeholder Management Serve as a key point of contact for schools, clubs, coaches, and competition partners. Communicate competition updates, regulatory changes, and other relevant information clearly and professionally. Cultivate strong relationships with internal departments, including Referees, Development, and Safeguarding teams etc. Operational Planning and Reporting Assist in budgeting, forecasting, and resource allocation for competitions. Produce post-competition reports, including participation data, incidents, and recommendations. Support continuous improvement of competition formats, scheduling, and delivery processes. Qualifications & Experience Bachelor's degree in Sports Management or related discipline. Proven experience in sports competition or event management, preferably within rugby union or similar team sports. Strong organisational, administrative, and attention-to-detail skills. Experience managing staff or volunteers. Knowledge of safeguarding practices and duty of care in sports settings. Excellent communication and stakeholder management capabilities. Flexibility to work evenings and weekends as needed. Familiarity with World Rugby regulations and competition frameworks. Experience working with youth and school sport systems. Background in rugby — whether through playing, coaching, officiating, or administration. Proficiency in Excel and competition management software.
