Position Overview Responsible for ICT business vendor management, commercial process operations, and vendor ecosystem development. Through data-driven vendor resource integration, optimize procurement costs and improve supply chain efficiency. Key Responsibilities I. Vendor Management Vendor Qualification & Evaluation: Establish vendor qualification standards, conduct credential reviews, capability assessments, and on-site inspections Vendor Performance Management: Develop KPI systems (delivery, quality, cost, service), conduct regular evaluations and output improvement plans Vendor Relationship Management: Establish tiered management mechanisms (strategic/preferred/qualified/eliminated), maintain core vendor relationships Ecosystem Development: Integrate vendor resources, establish strategic partnerships, and build ICT vendor ecosystem II. Commercial Process Operations Procurement Process Management: Manage end-to-end process including PO issuance, contract signing, order tracking, and acceptance confirmation Payment Management: Coordinate with finance to complete vendor payments, handle invoicing, reconciliation, and payment terms management Internal Process Optimization: Streamline ICT procurement, payment, and contract processes, promote process standardization and digitalization Cross-functional Collaboration: Coordinate with project, technical, and finance departments to ensure smooth commercial processes III. Data Analysis & Decision Support Historical Order Analysis: Analyze historical procurement data, identify cost optimization opportunities and vendor performance trends Cost Analysis: Build cost models, benchmark market prices, and support procurement negotiation decisions Vendor Performance Reports: Regularly output vendor performance reports, identify risks and improvement areas Market Insights: Track ICT supply chain market dynamics and provide procurement strategy recommendations IV. Resource Integration & Ecosystem Development Vendor Resource Integration: Integrate dispersed vendor resources and establish unified vendor database Ecosystem Collaboration: Promote joint innovation, technical cooperation, and market synergy with core vendors Industry Engagement: Participate in ICT industry vendor summits and forums to expand vendor network Qualifications: Education Bachelor's degree or above, preferably in Supply Chain Management, Business Administration, Information Technology, or related fields Work Experience 3-5 years of ICT industry procurement/vendor management experience Experience in ICT product procurement (hardware, software, cloud services, IDC) preferred Experience in vendor ecosystem development or strategic cooperation preferred Core Competencies Vendor Management: Familiar with full vendor lifecycle management (qualification, evaluation, assessment), with experience in tiered vendor management Procurement Process: Familiar with PO, contract, and payment commercial processes; knowledge of ERP/SAP procurement systems Data Analysis: Proficient in Excel/Power BI and other tools, with data modeling and analysis capabilities Ecosystem Development: Demonstrated ability in vendor resource integration with successful cases in building vendor ecosystems Reporting & Information Integration: Skilled in integrating multi-source information (vendor data, market data, internal requirements) into structured documents, with ability to clearly present data analysis results, vendor evaluation reports, and procurement strategy recommendations to support management decision-making Communication & Coordination: Excellent cross-functional communication skills and vendor negotiation capabilities Language Proficiency Fluent in Cantonese (required) Good English proficiency (reading and writing, able to handle English contracts and business correspondence) Fluent in Mandarin (preferred) Other Requirements Detail-oriented, strong sense of responsibility, able to handle multiple tasks under pressure Cost-conscious and risk-aware Team player with ability to work independently Work Location Hong Kong Interested parties please send your full resume with current & expected salary by email to hr@cmi.chinamobile.com .
