Position Summary Reporting to Senior Manager, Procurement Strategy & Operations, the incumbent acts as a key driver in establishing and maintaining the Group Procurement Governance Framework. The role acts as a key deputy to the Senior Manager, driving the design and execution of robust policies and procedures, technologies deployment and process designs, upskilling staff capabilities in exercising procure-to-pay governance. The incumbent must be a self-starter capable of independently driving initiatives across multiple locations, including Hong Kong, Mainland China and overseas offices, to ensure a resilient and high performing procure-to-pay ecosystem. Responsibilities Lead the end-to-end design, implementation, and ongoing refinement of a standardized Group-wide Procure-to-Pay (P2P) governance framework. Ensure all policies and procedures are future-proof, compliant with regulations, and consistently applied across all offices Act as the functional lead for the Group unified procurement system. Drive its deployment across all locations to serve as the primary vehicle for process control, transparency, and operational efficiency Centralize and analyze procurement data from all locations to serve to build robust Group-level MI capabilities. Deliver sophisticated spend analysis and reports that identify cost-saving opportunities and track the ROI of procurement initiatives Partner with SMEs and stakeholders to enhance the Bank’s capabilities in Third-Party Risk Management (TPEM), outsourcing, operational resilience, etc. Act as the champion for ESG strategies, ensuring ethical sourcing and supplier diversity are embedded in the Group supply chain Build strong, collaborative relationships with local office leads and SMEs. Use persuasion and expert knowledge to drive alignment with Group objectives Provide independent, hands-on leadership for Group procurement projects as assigned. Manage project lifecycles from design to cross-border rollout, ensuring they meet the Department’s strategic objectives Requirements University graduate or above and/or holder of professional qualifications of procurement or supply chain management, and/or relevant disciplines Ideally 8-10 years' relevant experiences in procurement or supply chain management is required (preferably in financial institutions, MNC or public bodies) Strong leadership, communication, and negotiation skills, as well as solid experience and knowledge in handling the tendering processes Proven experience in implementing procurement policies and system for the organization Mature, proactive, creative in problem solving, and independent Excellent communication, interpersonal, presentation and analytical skills Strong knowledge in ERP system or Procurement system is highly preferrable Able to perform under pressure and be resourceful in meeting tight schedules Excellent command of both spoken and written English and Chinese Personal data provided by job applicants will be used for recruitment purposes only and will be treated in accordance with the Bank's Personal Data Policy, which is available upon request.
