Key Responsibilities 1. Network Design & Planning ▸ Design fiber optic networks including FTTx (FTTH, FTTB, FTTC) and backbone systems ▸ Develop High-Level Design (HLD) and Low-Level Design (LLD) documentation ▸ Perform optical link budget calculations: power loss, splicing loss, and attenuation ▸ Plan routing strategies: aerial, underground, duct, and direct buried ▸ Design network topologies (ring, mesh, star) aligned with redundancy and SLA requirements 2. Engineering & Technical Analysis ▸ Conduct feasibility studies and technical assessments for new deployments ▸ Perform site surveys and prepare as-built drawings ▸ Design outside plant (OSP) infrastructure: manholes, handholes, duct banks, and pole routes ▸ Select appropriate materials and equipment (fiber cable, closures, splitters, ODF) ▸ Ensure compliance with international standards: ITU-T, IEC, and TIA/EIA 3. Documentation & Technical Drawing ▸ Prepare engineering drawings using AutoCAD, GIS, or fiber design tools ▸ Develop Bill of Quantities (BOQ) and cost estimates ▸ Produce schematic diagrams and single-line diagrams ▸ Prepare permit drawings for submission to relevant authorities 4. Project Coordination ▸ Coordinate with construction teams, vendors, and contractors throughout project lifecycle ▸ Provide technical support during installation and field execution ▸ Perform quality control (QC) and testing using OTDR and power meter ▸ Monitor project timelines and ensure milestone achievement 5. Network Optimization & Maintenance ▸ Analyze and optimize network performance on an ongoing basis ▸ Troubleshoot issues such as high signal loss or fiber cuts ▸ Maintain and update network database and asset records ▸ Identify bottlenecks and plan capacity expansion 6. Government & Regulatory Coordination (Thailand Context) ▸ Coordinate with government agencies and asset owners to ensure regulatory compliance ▸ Identify all relevant authorities along the proposed route prior to design finalization ▸ Prepare and submit permit documentation: Road Opening, Right-of-Way (ROW), Pole Attachment ▸ Revise designs to meet authority-specific requirements (clearance, depth, safety standards) ▸ Track approval status and proactively mitigate permit-related delays ▸ Identify and manage utility conflicts with existing underground or aerial infrastructure Key Authorities & Stakeholders: – Metropolitan Electricity Authority (MEA) – pole usage and aerial installation – Provincial Electricity Authority (PEA) – provincial area deployments – Bangkok Metropolitan Administration (BMA) – road and sidewalk excavation – Department of Highways – highway corridor work – Department of Rural Roads – rural road projects – Royal Irrigation Department – canal and waterway crossings – State Railway of Thailand – railway corridor approvals – National Broadcasting and Telecommunications Commission (NBTC) – telecom regulation Qualifications Education ▸ Bachelor's degree or higher in Telecommunications Engineering, Electrical Engineering, Network Engineering, or a related field Experience ▸ 3–10 years of experience in fiber optic or telecom infrastructure design ▸ Experience in OSP / FTTx / backbone network projects is highly preferred ▸ Experience in permit processing and government agency coordination is a strong advantage Technical Skills ▸ Strong knowledge of fiber optic technologies: single-mode / multi-mode, G.652D, G.657 ▸ Familiarity with GPON, EPON, DWDM, and SDH protocols ▸ Optical budget calculation expertise ▸ Proficiency in AutoCAD, ArcGIS, QGIS, and Google Earth ▸ Hands-on experience with OTDR and power meter testing equipment Regulatory & Permit Knowledge ▸ Understanding of road opening permits, Right-of-Way (ROW) approvals, and pole attachment agreements ▸ Familiarity with clearance, burial depth, and safety requirements across Thai regulatory bodies Soft Skills ▸ Strong analytical and problem-solving skills ▸ Good working-level English (verbal and written) ▸ Effective stakeholder management across public and private sectors ▸ Excellent communication and negotiation skills ▸ Ability to work under pressure and consistently meet deadlines
