Responsible for planning, managing, and coordinating all Human Resources functions to support the organization's strategic objectives. Develops and implements HR strategies, policies, and programs covering Recruitment, Compensation and Benefits, Timekeeping, Employee and Labor Relations, Training and Development, Performance Management, and Organizational Development while ensuring compliance with labor laws and company policies. HR Planning and Management Develop, implement, and monitor HR strategies, systems, policies, and procedures aligned with the company's business objectives. Prepare and manage the annual HR budget and ensure compliance with statutory and company requirements. Recommend long-term and operational HR plans to support organizational growth and workforce requirements. Ensure HR programs and initiatives contribute to business performance and employee productivity. Recruitment and Talent Acquisition Manage the end-to-end recruitment and selection process. Ensure approved vacancies are filled within thirty (30) days from the approval of the Manpower Requisition Form (MRF), whenever feasible. Develop effective sourcing strategies to attract qualified candidates. Coordinate with department heads to ensure timely and quality hiring. Employee and Labor Relations Handle Collective Bargaining Agreement (CBA) negotiations and represent the company in labor-related concerns before DOLE, NCMB, and NLRC. Develop and implement company policies that promote discipline, fairness, and compliance. Manage employee disciplinary cases from investigation through resolution, ensuring due process. Address employee grievances and labor-management concerns promptly and effectively. Foster open communication through Labor-Management Council (LMC) meetings, company memoranda, bulletin boards, and other communication channels. Develop and implement employee engagement and culture-building programs. Organize and oversee company-wide activities from planning and budgeting to execution. Coordinate with department heads to resolve employee issues and concerns. Maintain positive union-management relations and support grievance resolution. Work towards minimizing labor disputes and ensuring compliance with labor regulations. Compensation and Benefits Administer and continuously improve the company's compensation and benefits programs. Conduct job analysis and evaluation to ensure accurate job descriptions and appropriate job classifications. Support compensation reviews and recommend improvements to maintain market competitiveness. Performance Management Develop, implement, and oversee the company's performance management system. Monitor performance appraisal activities and recommend initiatives that drive employee performance and continuous improvement. Assist department managers in implementing performance development plans. Organizational Development and Training Conduct training needs analysis and recommend learning and development programs. Plan, coordinate, and evaluate employee training and organizational development initiatives. Maintain accurate HR records and ensure compliance with company policies, labor regulations, and record-keeping standards. Support organizational development projects that enhance employee capability and business effectiveness. Compliance and Administrative Responsibilities Ensure strict confidentiality of all HR records and employee information. Prepare and submit all required DOLE reports and other government compliance documents within prescribed deadlines. Monitor compliance with labor laws, government regulations, and internal company policies. Perform other duties and responsibilities that may be assigned by Management from time to time.
