Project Procurement Manager 100k-120k Contract 12 months @Kalasin

Core Responsibilities: Procurement Strategy & Planning – Develop and execute the overall procurement strategy and plan for the full project lifecycle (equipment, civil works, services, etc.) in line with the master schedule and prepare the procurement budget. Supplier Development & Management – Build the supplier base and support the introduction of suppliers from low-cost countries; conduct supplier assessments, qualification, onboarding, and performance evaluations; maintain a preferred supplier pool. Tendering & Commercial Negotiation – Lead all project tendering activities (including general contracting, production equipment, M&E installation, etc.), organize technical clarifications, and drive commercial negotiations to secure optimal contract terms. Contract Signing & Performance Management – Oversee contract drafting, negotiation, execution, and full-cycle performance tracking; handle variations, claims, and disputes to ensure on-time, on-quality delivery. Cost Control & Budget Monitoring – Drive cost optimization through benchmarking, value engineering, and competitive bidding; monitor actual spend against budget and ensure project cost targets are met. Expediting & Logistics Coordination – Manage equipment and material production follow‑up, expediting, import customs clearance, and site receiving/inspection to ensure timely availability of all procured items. Compliance & Risk Management – Ensure all procurement activities comply with company policies and local Thai regulations (including import duties, BOI requirements); identify and mitigate supply chain risks. Cross‑functional Collaboration & Reporting – Act as the single procurement interface for the project team; work closely with PM, engineering, finance, EHS, and other functions; provide regular progress reports and key metrics to project management team Mandatory requirements: Bachelor’s or Master’s degree in related fields. Preferable in engineering background. Minimum 7 years of working experience in project and engineering procurement. Experience in food and chemical industry would be an advantage. Have basic technical knowledge in Civil, Electrical, Instrument, Mechanical, etc. Have knowledge of key terms and conditions in contract review and execution Computer and Project Management Skills with proficiency level (SAP, MS Office) Good command in English communication Working time: Mon - Fri 08.00 - 17.00 Location: Onsite - Kalasin Plant
