About Enggang Enggang Management Services Sdn Bhd (EMS), a subsidiary of Enggang Holdings Sdn Bhd, supports conservation at the Al-Sultan Abdullah Royal Tiger Reserve (ASARTR) by linking research, field operations, and sustainable funding to measurable biodiversity outcomes. We work with government agencies, partner organisations, service providers, technical experts, and local communities to protect wildlife and habitats across Pahang. About the Role The Operations Manager – ASARTR is responsible for the overall operational and administrative management of the protected area. Reporting directly to the Chief Executive Officer of EMS, this role leads field operations, people management, contractor performance, stakeholder coordination, regulatory compliance, biodiversity programmes, visitor management, and park protection. The Operations Manager ensures that ASARTR operates safely, efficiently, and in accordance with approved policies, conservation objectives, regulatory requirements, and long-term protected-area management priorities. The role also serves as a key liaison with partner companies and surrounding communities while working closely with the Government Relations function on engagement with government agencies and regulators. What You’ll Be Doing A. Operational Management Lead and oversee the day-to-day administration and operations of ASARTR. Develop, implement, and monitor operational plans, work programmes, performance objectives, and management priorities. Ensure operational activities are delivered efficiently, safely, and in accordance with approved policies, procedures, and management plans. Identify operational risks, service gaps, and resource constraints, and implement appropriate mitigation measures. Allocate staff, equipment, facilities, vehicles, budgets, and other resources effectively to support ASARTR’s operational and conservation objectives. Maintain clear operational reporting systems and provide timely recommendations to the CEO and management. B. Staff Leadership and Management Provide strong leadership, direction, and supervision to ASARTR’s field operations personnel and supporting teams. Establish clear performance expectations, reporting lines, accountability standards, and working arrangements. Oversee staff-related administrative matters in coordination with Human Resources, including recruitment, onboarding, performance management, training, development, conduct, and disciplinary processes. Build a high-performance culture based on accountability, teamwork, professionalism, safety, and continuous improvement. Coach managers and team leads to address performance concerns, communication gaps, staff welfare matters, and operational challenges. Ensure all personnel comply with workplace health, safety, environmental, safeguarding, and organisational requirements. C. Contract, Project and Service Provider Management Lead and supervise the Contract and Project Performance function responsible for contractors, consultants, and service providers. Ensure contracts clearly define scope, timelines, deliverables, performance standards, reporting requirements, and acceptance criteria. Monitor contractor and consultant performance against agreed milestones, budgets, service levels, and project outcomes. Address delays, quality issues, non-performance, variations, and contractual risks in a timely manner. Ensure all procurement and contracting activities comply with EMS policies, approval thresholds, donor conditions, and regulatory requirements. Maintain clear and audit-ready documentation for contracts, performance reviews, approvals, variations, deliverables, and payments. Recommend corrective actions, contract extensions, variations, renewals, or termination where appropriate. D. Stakeholder and Community Engagement Act as the primary operational liaison between ASARTR, participating companies, neighbouring concessions, and surrounding communities. Build and maintain transparent, respectful, and productive relationships with local stakeholders. Facilitate consultations, meetings, and cooperation between stakeholders in support of ASARTR’s objectives. Address community concerns and operational issues professionally and identify opportunities for collaboration and shared initiatives. Work with community-facing teams to ensure local concerns, access matters, livelihood considerations, and coexistence issues are properly communicated and addressed. Maintain clear records of stakeholder engagements, agreed actions, responsibilities, and follow-up requirements. E. Government and Regulatory Relations Work closely with ASARTR’s Government Relations function to engage relevant ministries, agencies, authorities, and regulatory bodies. Ensure compliance with applicable laws, regulations, licences, permits, environmental requirements, and reporting obligations. Coordinate inspections, audits, regulatory submissions, permit renewals, and official reporting as required. Support the preparation of formal briefings, reports, correspondence, and presentations for government engagements. Represent ASARTR at meetings, forums, inspections, and engagements with government agencies and other external stakeholders where authorised. Track government and regulatory actions that may affect ASARTR’s operations and escalate material risks to the CEO. F. Compliance and Governance Ensure operational compliance with EMS policies, environmental standards, regulatory obligations, donor requirements, and approved management plans. Develop, review, and maintain operational SOPs, controls, escalation procedures, and reporting mechanisms. Monitor operational activities to ensure proper implementation and adherence to conservation objectives. Maintain accurate, complete, and audit-ready records across operational functions. Prepare regular operational reports covering performance, risks, compliance, incidents, contractor status, resource requirements, and recommended actions. Support internal and external audits and ensure corrective actions are completed within agreed timelines. G. Biodiversity Conservation and Protected-Area Management Support and oversee the implementation of conservation, biodiversity, environmental protection, and sustainability initiatives within ASARTR. Work with technical experts, scientists, consultants, and programme teams to develop workplans and conservation programmes for the effective management of the protected area. Direct or coordinate biodiversity conservation, habitat restoration, ecosystem management, and species-protection programmes. Oversee biodiversity surveys, scientific research, monitoring activities, and technical reporting. Ensure scientific and operational evidence is used to inform planning, resource deployment, and management decisions. Develop and implement measures to address poaching, habitat degradation, invasive species, climate-related risks, and other threats. Promote evidence-based conservation approaches and the appropriate integration of traditional ecological knowledge. Ensure the sustainable use and stewardship of natural resources in line with ASARTR’s conservation objectives. H. Tourism, Recreation and Visitor Management Lead the development and implementation of responsible and sustainable tourism, recreation, education, and visitor programmes. Ensure visitor facilities, infrastructure, interpretation services, and recreational activities meet safety, environmental, operational, and quality standards. Monitor visitor impacts and implement measures to minimise negative effects on biodiversity and surrounding communities. Support the positioning of ASARTR as a destination for responsible tourism, education, research, and recreation. Oversee tourism concessions, visitor-service providers, and related partnerships where applicable. Ensure visitor access, conduct, safety, and environmental requirements are properly communicated and enforced. I. Law Enforcement, Compliance and Park Protection Oversee ranger operations, patrol activities, enforcement programmes, and park-protection initiatives. Ensure enforcement and protection activities comply with applicable laws, regulations, SOPs, and organisational requirements. Work with government agencies, enforcement authorities, local authorities, and community stakeholders on protection-related matters. Ensure suspected violations and incidents are documented, investigated, escalated, and followed through appropriately. Support prosecution processes and ensure evidence, records, and enforcement documentation are properly maintained. Maintain park security, operational safety, emergency preparedness, and crisis-response arrangements. Ensure response plans, communications, equipment, and coordination procedures are ready for incidents and emergencies. What We’re Looking For Bachelor’s Degree in Environmental Management, Forestry, Conservation Biology, Natural Resource Management, Business Administration, Operations Management, Public Administration , or a related discipline. A relevant Master’s Degree is an advantage. Minimum 8–10 years of relevant operational management experience, including at least 3 years in a leadership role . Relevant experience in conservation, environmental management, biodiversity protection, protected-area management, or another operations-intensive sector. Proven experience managing multidisciplinary teams, field personnel, external contractors, consultants, and service providers. Strong experience in stakeholder engagement, relationship management, and community-facing operations. Experience working with government agencies, regulators, enforcement authorities, and local stakeholders. Strong knowledge of contract administration, project oversight, procurement compliance, and service-provider performance management. Strong leadership, people-management, negotiation, problem-solving, and conflict-resolution skills. Sound knowledge of occupational safety and health, operational risk management, emergency preparedness, and crisis management. Excellent written and verbal communication skills in Bahasa Malaysia and English . High integrity, professionalism, accountability, discretion, and sound judgement. Able to manage multiple stakeholders, competing priorities, and complex operational challenges independently. Willing and able to be based primarily in Jerantut, Pahang , with regular travel to ASARTR field locations and Kuala Lumpur. Nice to Have Experience managing operations in remote, environmentally sensitive, protected, plantation, forestry, or conservation landscapes. Professional certification in project management, environmental management, operations, safety, or leadership. Working knowledge of protected-area management principles and wildlife-conservation guidelines. Experience overseeing ranger operations, field logistics, biodiversity monitoring, habitat restoration, or tourism and visitor programmes. Familiarity with donor-funded projects, environmental audits, regulatory submissions, and audit-ready documentation. Experience managing large operational budgets, multi-year contracts, and cross-functional programmes. Established working relationships with relevant government agencies, technical partners, or conservation organisations.
