The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS therefore aims to ensure that the procurement process remains fair, transparent, efficient and cost-effective. MOCS makes it easier to do business through use of end-to-end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer. MOCS team members operate in a collaborative, service-oriented environment, where flexibility and ability to achieve results are valued. Staff must conduct all duties relevant to their position in their assigned division and demonstrate an advanced level of expertise. This position requires a focus on aligning daily operations to the agency's strategic priorities, engage stakeholders in planning and ensure performance using well-defined success metrics and project management strategies. All staff are expected to deliver timely and quality work products and services, participate in ongoing improvement activities, proactively deepen their knowledge of procurement and government operations, and will use modern technology software and hardware to complete daily duties. This position must collaborate with other team members to implement projects, help to maintain and/or analyze operational data, and interact with external stakeholders. The DevOps Engineer responsibilities include, but are not limited to, the following: - Participate in the entire lifecycle (planning, design, implementation, maintenance) of operating systems, application software, and system management tools; - Provide hands-on work supporting the production and non-production J2EE environments; - Coordinate execution of break fixes in the production and non-production environments; - Architect and design infrastructure of new applications in coordination with development teams; - Work with Project Managers to determine timelines and project tasks; - Ensure deliverables from the internal and vendor development teams meet requirements; - Engage with the development teams to provide production management support input for the design of new application builds; - Provide support to QA during testing by monitoring servers and providing feedback; - Ensure team has proper information for deployment; - Work with development team to ensure code matches server software stacks and specifications; - Develop and streamline deployment processes and pipelines; - Write and maintain custom scripts to increase system efficiency and lower the manual intervention time on tasks; - Manage the planning, documenting, coordinating and executing of operational readiness testing; - Communicate project statuses to senior staff, executive management, and stakeholders; - Prepare senior level technical reports for executive management; and - Manage special IT projects as assigned PREFERRED SKILLS Must demonstrate competency and/or history of consistent quality performance in the following areas. - Expertise in developing deployment templates for infrastructure automation tools such as Chef, Puppet or Ansible - Expertise with scripting language (e.g., Python, Perl, or Unix Shell Scripting) across multiple environments for configuration management (CM), build and deployment activities - Experience administering and maintaining AWS infrastructure, Atlassian products, Windows servers, Linux servers, IBM FileNet and J2EE application stacks - Configuring SSO using SAML across different applications and platforms - Familiarity with SQL queries (T-SQL or similar) - Writing scripts for configuration management (CM), build and deployment activities - Knowledge of continuous integration tools such as Jenkins - Understands building and deploying Portal applications - Understanding of source or version control management tools such as Subversion, GIT, or Bitbucket - Understanding of virtualized (VMWare), distributed architecture with High Availability - Knowledge of network troubleshooting using tools such as network analyzers, sniffers - Strong written, verbal, and interpersonal skills - Excellent analytical, organization, presentation, and facilitation skills; ability to handle multiple tasks under tight deadlines - Must have the initiative and ability to investigate, follow-up with various stakeholders i.e., Office of Technology and Innovation (OTI), vendors to resolve issues ADDITIONAL INFORMATION External Applicants, please go to www.nyc.gov/jobs and search for Job ID#: 794261 Current City Employees, please go to www.nyc.gov/ess and search for Job ID#: 794261 Mayor’s Office of Contract Services is an equal opportunity employer. If you just finished reading one job ad and felt paralyzed by choice, you're not alone—but this scale is actually an advantage. It means you can afford to be selective.

Start by geography and language. The majority of engineer ads—117,837 of them—have the job posting text written in English. Use that as one filter, but remember: the ad text language tells you nothing about whether the role actually requires you to speak English day-to-day. Read the job description carefully. Then check which countries have the volume you're targeting. Singapore, Poland, and Australia round out the top five after India and the US.
