The Department of Social Services is seeking a highly qualified candidate to work in the position of Management Analyst, Associate within the division of Finance & Administration. This position will provide leadership and financial support for the Department of Social Services. The position will work closely with program staff and COR Finance to ensure that payment requests are accurate and completed timely in accordance with regulatory requirements. An employee in this class is responsible for coordinating, planning, and implementing strategic procedures for a specific division within the agency and must possess a strong Finance acumen for Accounts Payable, Accounts Receivable for a large complex organization. This is achieved by the application of independent judgment based on knowledge gained through work experience. Positions in this class typically determine if compliance with Richmond City policies are met, approve or disapprove services as well as projects, activities or financial payments. The anticipated hiring range is $47,490 - $68,224. Serves as the agency’s grants administrator and oversees the development, administrative requirements, grants reporting and invoicing on behalf of the agency Research, reviews, and recommends improvements to current financial policies and procedures. Updates and/or assists in the development of program manuals Serves as department liaison with program staff, Auditors, State program managers, vendors, municipal representatives, community boards, professional associations, and various city agencies Reviews, processes and/or approves agency administrative/program expenditures Processes LASER reimbursements/adjustments monthly Maintains agency Master Data files Processes and reconciles A/P and credit memos Reconciles department financial records Prepares and maintains a variety of financial reports and records Participates in Mass Care Center operations during incidents or declared emergencies as needed for the duration of the event. City of Richmond Department of Social Services employees may be required to work nights, weekends, holidays, during inclement weather and during declared emergencies. KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge in analysis and reporting of data; audit practices; background in department of focus; English language including the meaning and spelling of words, composition, and grammar; ordinances, government regulations, agency rules, and the legislative process; and principles for providing customer service, including meeting quality standards for services and customer satisfaction. Demonstrated skills in analyzing complex issues; communicating with various internal and external departments; drafting and revising documents; managing multiple priorities and deadlines; managing program in focus area; preparing forecasts, reports, analyses for special projects, etc.; and oral and written communication. Demonstrated ability to adapt; analyze information; make decisions; multi-task; problem solve; and work in teams. MINIMUM TRAINING AND EXPERIENCE: Bachelor's degree in business/public administration or field related to assignment; Two years of paraprofessional experience in area related to assignment, such as assisting with program or project administration and management analysis; An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification. PREFERRED TRAINING AND EXPERIENCE: Minimum of 2 years’ experience with Governmental accounting concepts and principles Thorough knowledge of computer programs such as Microsoft Office Suite and Adobe Acrobat Minimum of 2 years’ experience with analyzing and aggregating data Thorough knowledge of mathematical calculations including but not limited to addition, subtraction, multiplication, division, percentages, and ratios LICENSING, CERTIFICATIONS, and OTHER SPECIAL REQUIREMENTS: Some assignments may require a valid Driver's License with a satisfactory driving record, and a valid Commonwealth of Virginia Driver's License within 30 days of hire.
