Must be a current BSO employee who has successfully completed their probationary period by the listed closing date. Bachelor’s degree in Personnel or Human Resource Management, Public or Business Administration, Communications, or a related field. Master’s Degree preferred in organizational development, Human Resource Development, Instructional Design, Adult Education, Public Administration, or related field. A minimum of five (5) years of professional experience in a training environment with focus on program design and delivery. Strong written and oral communication and presentation skills. An equivalent combination of training and experience may be considered. Such training and experience must be clearly demonstrated for consideration. Under administrative direction, the Employee Development Specialist is responsible for designing, developing, implementing, facilitating, and evaluating comprehensive employee development, leadership, and organizational development programs that support organizational performance and workforce effectiveness. This position serves as an internal learning and development consultant by conducting training needs assessments, performing job analyses, developing competency-based curricula, and creating innovative instructional materials using adult learning principles and evidence-based instructional design methodologies. The primary emphasis of this position is instructional systems design, leadership development, train-the-trainer programming, and the evaluation of training effectiveness through data-driven assessment methods.The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. It is not necessarily descriptive of any one position in the class. The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position. Develop comprehensive lesson plans, facilitator guides, participant manuals, job aids, reference materials, performance support tools, and instructional media. Creates competency-based learning objectives and measurable learning outcomes. Designs scenario-based learning activities, simulations, case studies, and practical exercises. Serves as a training and development resource; conducts focus groups for the assessment of training programs and needs. Designs and develops leadership development programs for supervisors, managers, and executive personnel. Develops organizational development initiatives that improve employee engagement, communication, collaboration, succession planning, and organizational effectiveness. Assists departments in identifying competency gaps and recommending learning interventions. Conducts intact work groups for problem intervention and team building utilizing current organizational development methodologies. Delivers management and professional level training programs; conducts and develops Train the Trainer courses. Conducts organizational, departmental, and individual training needs assessments. Performs comprehensive job analyses to identify essential competencies, knowledge, skills, abilities, and performance standards. Conducts interviews, surveys, observations, focus groups, and workflow analyses to determine learning needs. Identifies performance gaps and recommends appropriate training and non-training solutions. Plans, coordinates, schedules, and facilitates employee development programs for personnel at all organizational levels. Delivers classroom, virtual, and blended learning programs using effective adult learning techniques. Facilitates leadership, management, supervisory, professional development, and organizational effectiveness courses. Maintains training records, curriculum documentation, and learning resources. Assists in developing annual training plans and organizational development strategies. Monitors project timelines and manage multiple instructional development projects simultaneously. Coordinates with internal stakeholders, subject matter experts, vendors, and consultants. Prepares reports, presentations, and executive summaries regarding training initiatives and outcomes. Designs programs, which translate learning needs into objectives, content, learning activities and instructional design for a specific program. Performs related duties as directed. Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Work is performed in usual office conditions with rare exposure to disagreeable environmental factors.
