Under limited supervision, plans, organizes and directs the activities of right-of-way acquisition, claims payment, and data management programs. Develops and implements policies, regulations and procedures applicable to the program area. Reviews plans for projects, makes assignments to agents and provides technical assistance. Confers with property owners, legal advisors, agency staff, and other branches of state government in resolving issues of just compensation and payment of claims. Oversee/manage, and provide supervisory guidance to lower level right of way agents and consultants in the areas of acquisition, relocation, quality control, data management/retention. Organize/prioritize work plans for lower right of way agents. Attend project meetings, field scoping meetings, conference calls, etc. with agency staff, outside legal counsel, and outside vendors and provide input concerning right of way issues. Provide comprehensive review of all acquisition, relocation, claim payment, and data management/retention documentation prepared by lower-level right of way agents. Ensure needed revisions are made in a timely manner and processed accordingly. Serve as resource to appraisers and legal counsel on condemnation issues. Provide expert court testimony as needed. Prepares written and/or verbal correspondence and reports in response to inquiries from landowners, internal units, and the general public. Performs other related duties as assigned. A bachelor's degree and three {3) years of right-of-way, real estate, property appraisal, or related experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required. The physical demands for the essential functions involves sitting or standing at a desk for extended periods of time. This position may require occasional travel. May require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal business hours or respond to emergency situations.
