Likely 1-2 rounds of interviews Our Government client located in New York, NY is seeking a Technology Business Management (TBM) Financial Analyst – IT Cost Transparency to support financial transparency, cost modeling, expense allocation, and reporting across a large and complex enterprise IT organization. This is a business and financial analysis role, not a Technical Business Analyst position. The analyst will help improve visibility into technology spending across areas including Product Management, Infrastructure & Operations, Cybersecurity, and other IT service towers. The successful candidate will work with IT, Finance, Service Owners, and business stakeholders to improve the connection between technology services, cost drivers, IT expenses, and business value. Responsibilities will include maintaining TBM financial models, supporting cost allocation methodologies, analyzing expense drivers, improving IT service taxonomy and mappings, and translating complex financial information into meaningful insights. The ideal candidate has 1–3 years of relevant experience in Technology Business Management, IT financial management, cost transparency, IT billing/chargeback, budgeting, forecasting, or related financial analysis. Key Responsibilities Technology Business Management & Cost Transparency Support and execute TBM expense transparency activities across enterprise IT divisions. Help maintain consistent financial reporting, allocation logic, and cost modeling practices across IT service towers. Support the ongoing development, maintenance, and refinement of TBM financial models and reporting frameworks. Maintain mappings between IT expenses, services, service towers, cost drivers, and business consumption. Support run/innovate categorization and other TBM financial classifications. Improve visibility into how technology spending aligns with IT services and business value. Help ensure financial models and allocation methodologies remain accurate, transparent, and defensible. Cost Allocation & Financial Modeling Develop, maintain, and refine IT cost allocation models. Validate allocation methodologies, assumptions, mapping logic, and underlying financial data. Support IT billing and chargeback-related analysis and methodologies. Analyze IT costs and identify key expense and consumption drivers. Perform cost benchmarking and support opportunities for financial optimization. Work with large financial datasets to identify discrepancies, trends, and opportunities for improvement. Support scenario analysis and modeling to evaluate changes in costs, allocations, and demand. Budgeting, Forecasting & Financial Analysis Support IT budgeting and forecasting activities. Perform financial reporting and analysis across technology service areas. Support volume and capacity forecasting and evaluate the financial impact of changing technology demand. Analyze actual and forecasted IT expenditures. Identify and explain financial trends and variances. Provide analysis that supports financial accountability and informed technology decision-making. Collaborate with Finance and IT stakeholders to improve the quality and usability of financial information. IT Taxonomy & Service Mapping Support the development and maintenance of IT service taxonomy and cost classification structures. Map technology expenses to appropriate IT services, service towers, applications, and cost categories. Review and refine taxonomy structures as the IT environment and TBM framework evolve. Partner with Service Owners to validate service mappings and financial inputs. Improve consistency between financial data, technology services, and operational structures. Support integration of financial and operational data used in TBM reporting. Reporting & Data Analysis Maintain recurring reporting used to communicate IT spending and cost transparency insights to stakeholders. Use advanced Microsoft Excel to model, analyze, reconcile, and report complex financial data. Build and maintain financial models using complex formulas, pivot tables, scenario analysis, and automation. Translate complex financial data into clear insights for financial and non-financial audiences. Support Power BI dashboards and other cost transparency reporting tools. Present key findings, trends, and financial insights to management and business stakeholders. Stakeholder Collaboration Partner with IT Service Owners to validate financial inputs and improve understanding of IT expense drivers. Collaborate with Finance, IT, and business stakeholders across multiple organizational levels. Facilitate discussions involving cost structures, allocation methodologies, service mappings, and financial results. Explain complex financial concepts and TBM methodologies to non-financial audiences. Support continuous improvement of financial accountability across the technology organization. Required Qualifications 1–3 years of relevant experience in Technology Business Management, IT financial management, cost transparency, IT billing/chargeback, financial analysis, or a related discipline. Experience with Technology Business Management concepts and/or IT financial management practices. Experience with IT cost allocation, expense transparency, billing, chargeback, or related financial methodologies. 1–2+ years of budgeting experience. 1–2+ years of finance/accounting experience. 1–2+ years of forecasting experience. Experience with taxonomy management, preferably involving technology services, financial categories, or cost structures. Experience with cost benchmarking and financial analysis. Experience with volume and/or capacity forecasting. Advanced Microsoft Excel skills, including financial/data modeling, complex formulas, pivoting, automation, and scenario analysis. Ability to work with large, complex financial datasets. Ability to translate complex financial information into meaningful insights for non-financial audiences. Strong analytical and problem-solving skills. Strong attention to detail and commitment to data accuracy. Ability to independently manage competing priorities in a fast-paced environment.
