The Florida PALM Project is an enterprise project to replace the State of Florida’s legacy accounting, payroll, information warehouse, and cash management systems, using an enterprise resource planning solution. The replacement of the cash management systems, known as the CMS Wave, was completed in July 2021. The next major implementation, the Financials, Payroll, and Data Warehouse / Business Intelligence Wave, is currently underway and scheduled for Go-Live in January 2027. The Department of Financial Services is leading this statewide initiative, which impacts stakeholders and users of the State’s financial data, including all State agencies. Who are we? We are an innovative team of experts specializing in financial operations, business analysis, project management, change management and stakeholder relations. Florida PALM is already a valuable part of Florida’s financial management processes. Since the CMS Wave Go-Live, the Florida PALM Solution Center has supported over 1,000 users across 35 agencies. The next implementation will expand to over 3,000 users and integrate with more than 200 business systems, covering all major financial processes such as accounting, budgeting, payroll, and reporting. Following this rollout, a dedicated support team will maintain and enhance the system through regular updates and new capabilities. Four (4) years of professional experience in relevant discipline (i.e., Accounting, Finance, Information Technology, Management Information Systems, Computer Science) is required. A post-secondary degree in those fields may be used as an alternative for the years of experience on a year-for-year basis. Additional Requirements Between one (1) and two (2) years of experience performing business analysis functions, including working with subject matter experts, business users, or stakeholders to gather information, document expectations, and achieve the desired outcome. Preferences Experience developing business process documentation to support production processes. Experience analyzing system and business process issues, identifying root causes, and resolving. Experience in requirements gathering, data analysis, design, development, testing and/or implementation of financial management system(s). Experience working in team environments (i.e., as a leader or as a member). Experience supporting system testing, UAT, or process improvement initiatives in an Enterprise Resource Planning (ERP) environment. Experience with the Florida PALM Project assisting an agency or other entity with transition to Florida PALM and remediation of related systems. Experience in State of Florida Payroll (Enterprise or Agency) or State University Payroll (Human Resource, Management, or Accounting). Experience in working in or implementing People Soft Human Capital Management (HCM) modules. Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES: Systems Evaluation – Looking at many indicators of system performance, taking into account their accuracy Identification of Key Causes – Identifying the things that must be changed to achieve a goal Information Gathering – Knowing how to find information and identifying essential information Information Organization – Finding ways to structure or classify multiple pieces of information Critical Thinking – Using logic and analysis to identify strengths and weaknesses of different approaches Identifying Upstream/Downstream Consequences – Determining the long-term outcomes of a change in operations Relationship Building – Establishing and maintaining effective working relationships with others Communication – Effectively communicating, both verbally and in writing, to individuals or groups Active Learning – Working with new material or information to grasp its implications Coordination – Adjusting actions in relation to others’ actions Computer/Tools – Knowledge of computer software, including applications, or other tools that support performance of position duties To maintain fairness and integrity, applicants are required to provide honest and authentic responses during all stages of the evaluation and selection process. Salary Range - $65,000.00 - $80,000.00 Employees of the Department of Financial Services are paid on a monthly pay cycle. Responses to qualifying questions must be clearly supported by the state application and any omission, falsification, or misrepresentation in the answering of the qualifying questions will be cause for immediate elimination from the selection process. Objective BRIEF DESCRIPTION OF DUTIES : This position assists in the execution of the Department of Financial Services’ responsibilities for the Florida PALM Project and serves as a state subject matter expert and exercises discretion and independent judgement with respect to matters of significance in one or more of the following Process Areas: Accounts Management and Financial Reporting (AMFR); Accounts Receivable (AR); Asset Accounting and Management (AAM); Banking (BK); Budget Management and Cash Control (BMCC); Contracts Management (CM); Disbursement Management (DM); Grants Management (GM); Inter/IntraUnit (IU); Payroll Management (PR); Projects Management (PM); or Revenue Accounting (RA). This position deals with complex policies and procedures associated with the implementation, maintenance and support of the State’s financial management solution.
