Organizational Context and Scope IOM Iraq is working alongside the Government of Iraq to support the return, rehabilitation and reintegration of Iraqi nationals coming from Al Hol and Al Roj camps in north east Syria. Since 2021, the Government of Iraq (GoI) has been returning its national from north east Syria, with the returns accelerating since the beginning of 2025. More than 21,500 Iraqis have been returned; upon arrival in Iraq, the returnees spend several months in the Al Amal Rehabilitation Center. IOM supports the return, rehabilitation and reintegration process through its Rehabilitation, Reconciliation & Reintegration programme. This programme brings together Camp Coordination and Camp Management (CCCM), social cohesion, tribal engagement, prevention of violent extremism and case management to provide a holistic support to the GoI. Under the overall supervision of the IOM Iraq Chief of Mission (COM), the overall support of the Head, Peace, Recovery, and Solutions Division (PRSD) and direct supervision of the Return & Reintegration Coordinator, the Programme Officer (RRR-Coordination) will support and coordinate the work of the Rehabilitation, Reconciliation & Reintegration team in the Peace, Recovery and Solutions Division, support enhanced coordination across teams and bring together various information streams across the division to develop comprehensive reports and information materials. Support the coordination and day-to-day management of IOM’s Rehabilitation, Reconciliation & Reintegration (RRR) and Durable Solutions portfolios, working closely with relevant technical leads across the Peace, Recovery and Solutions Division. Facilitate information exchange and collaboration between sub-units—including CCCM, case management, community engagement, social cohesion, tribal engagement, and Prevention of Violent Extremism (PVE)—to coordinate a cohesive and timely response to Government of Iraq (GoI) priorities. Consolidate and analyze data, reports and inputs from multiple teams to prepare internal updates, donor briefs, and strategic overviews related to the return and reintegration of Iraqi nationals from north east Syria and solutions pathways for Displacement-Affected Communities. Develop tools, guidance and process documentation that enhance the effectiveness and consistency of programming and coordination across technical teams, including the integration of tracking and monitoring systems across the RRR and Durable Solutions (DS) workstreams. Contribute to planning and follow-up of coordination meetings with government counterparts, UN partners and internal stakeholders. Undertake field visits, as needed, to monitor implementation, identify and address inconsistencies, gather qualitative insights, and feed into programmatic learning and reporting efforts. Required Qualifications and Experience Education Master’s degree in Peace and Conflict, Law, International Relations, Political or Social Sciences, International Development, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or, University degree in the above fields with four years of relevant professional experience. Accredited Universities are those listed in the UNESCO World Higher Education Database. Experience Experience in programme management, implementation and project development; Experience in coordination of various projects implemented in parallel and quality assurance of programme implementation; Experience in liaising with government authorities and other national/international institutions; Experience in emergency settings with in-depth knowledge of IOM/UN programme/project life cycles; Experience with UN and International Agencies, international or local Non-governmental Organizations (NGOs) preferred; and, Work experience in the Middle East and North Africa (MENA) Region is desirable. Skills Knowledge of UN/IOM’s regulations, policies and procedures; Knowledge of project budgeting and financial management; Sound writing, communication and negotiation skills; and, Excellent organization skills, analytical and creative thinking. Languages For this position, fluency in English is required (oral and written). Working knowledge of Arabic and another official UN language (Chinese, French, Russian and Spanish) is an advantage.
