Lead and supervise international purchasing activities to ensure the timely procurement of materials required for shipbuilding, ship repair & ship docking projects. Develop sourcing strategies and identify qualified international suppliers, particularly from China, to achieve purchasing budget and delivery objectives. Manage the end-to-end import procurement process, including supplier sourcing, RFQ/RFP, price negotiations, purchase order issuance, and shipment. Communicate and negotiate directly with International suppliers regarding pricing, specifications, lead times, quality requirements, and commercial terms. Coordinate with Engineering, PPIC, Warehouse, Logistics, and Project Management teams to ensure procurement activities align with project schedules and material requirements. Monitor supplier performance in terms of quality, delivery, responsiveness, and compliance with contractual agreements. Oversee import documentation, including Purchase Orders, Commercial Invoices, Packing Lists, Bills of Lading/Air Waybills, Certificates of Origin, and other shipping documents. Control procurement costs, monitor purchasing budgets, and identify cost-saving opportunities while maintaining product quality and delivery performance. Prepare procurement reports, supplier performance evaluations, import status updates, and purchasing KPIs for management. High integrity and confidentiality. Bachelor's degree in Supply Chain Management, Engineering or Marine related field. Minimum of 5 years of experience in international purchasing or procurement for a Shipyard or Marine related company. Must be Fluent in Mandarin (Chinese) and English, both spoken and written, with the ability to communicate and negotiate effectively with overseas suppliers. Experienced in working with International including Chinese suppliers is highly preferred. Strong knowledge of international procurement, import procedures, customs clearance, Incoterms, and international shipping documentation. Proven experience in worldwide international supplier sourcing, vendor evaluation, and commercial negotiations. High integrity, attention to detail, and strong organizational skills. Proficient in ERP systems and Microsoft Office, particularly Microsoft Excel.
