[What you will be working on] The role (IT Audit and Data Analytics) will provide strategic leadership in establishing and maturing the IT Audit function within Internal Audit Branch (IAB). The incumbent will oversee a team of IT Audit Managers and outsourced auditors in the delivery of IT audit assignments and technology-enabled audit initiatives and serve as the primary advisor on IT audit matters to MOE Audit Committee, senior management and selected MOE statutory boards. In addition, the incumbent will also drive the transformation of audit practices through data analytics, AI tools and emerging technologies. Key Responsibilities Strategic Leadership and Function Building Define the operating model, audit methodology, and quality standards for the IT Audit function within IAB. Develop a multi-year IT audit strategy aligned with MOE's risk landscape, regulatory requirements, and digital transformation priorities. Advise on the operationalisation of IM8 requirements, including data management, storage, and cybersecurity governance. Champion the adoption of emerging technologies (e.g. AGEM, GenAI, LLM, Python) and drive their integration into audit practices. Drive the development and sharing of data strategy across the MOE Internal Audit Family to improve audit effectiveness and continuous monitoring Team Oversight and Capability Development Oversee and guide a team of IT Audit team, ensuring quality and rigour across all IT audit work. Review and approve IT audit workplans, procedures, risk assessments, and management reports. Mentor team members, provide performance feedback, and allocate resources effectively across concurrent engagements. Design and implementation of a capability development plan to establish in-house expertise within the IT audit team to conduct audits on high-risk areas Support integrated audits (covering business and IT risks holistically) conducted jointly with IAB’s general auditors. Champion the upskilling of entire IAB team in data analytics, AI tools, and digital capabilities Stakeholder Engagement and Advisory Serve as IAB’s senior point of contact for IT audit matters, engaging MOE senior management, clustered IA teams, and external vendors. Provide independent professional advice on IT risks, controls, and governance to management and the Audit Committee, and provide advisory services to MOE Audit Committee, senior management and selected MOE statutory boards. Represent IAB, where necessary, in key governance forums relating to IT audit, cybersecurity, and digital risk. Audit Oversight and Quality Assurance Provide end-to-end oversight across all IT audit assignments, including outsourced audits and Vulnerability Assessment and Penetration Testing (VAPT) engagements. This covers the full procurement and vendor management lifecycle to ensure consistent delivery to time, quality, and budget. Review audit findings, ensure proper disposition of exceptions, and approve management reports before submission. Analyse audit findings across the ministry to identify systemic control deficiencies, emerging risk patterns, and agency-wide vulnerabilities that warrant strategic intervention or policy review. Integrated Audit and Transformation Lead IAB's IT audit contribution to integrated audits and cross-functional initiatives, working alongside general auditors to address business and IT risks holistically. Drive IAB’s broader Internal Audit transformation agenda, including onboarding of new audit tools and embedding data-driven methodologies into standard audit practices, transforming traditional audit approaches through adoption of emerging technologies and advanced analytics and data-driven methodologies. Develop and implement a comprehensive roadmap to build data analytics capabilities within IAB, including establishing data quality frameworks for audit evidence and documentation requirements, overseeing the development of automated audit testing tools. [What we are looking for] Degree in an IT discipline, or equivalent. Possess relevant professional certifications such as Certified Information Systems Auditor (CISA), Certified Information Security Manager (CISM), or equivalent. Cloud security certifications (e.g. CCSP, AWS/Azure security certifications) would be advantageous. Minimum 12 years of experience in IT audit and/or compliance management, with at least 3 years in a leadership or people management role. Deep knowledge and experience in areas such as cybersecurity, network and infrastructure, cloud security and virtualisation, application security and development, data privacy and protection, and/or business continuity and disaster recovery is expected. Proven track record in leading and managing IT audit functions or teams, including audit planning, fieldwork, and reporting. Strong working knowledge of regulatory compliance frameworks, governance, and internal controls. Experience in the use of data analytics in audit fieldwork is highly preferred. Demonstrated experience in managing and developing people, including setting direction, providing performance feedback, and building team capability. Strong strategic thinking and ability to translate IT risk and audit insights into actionable recommendations for senior management and the Audit Committee. Strong understanding of technology, IT management processes, technology risks, and internal controls. Familiarity with prompt engineering and active use of AI tools in the delivery of work is expected. Excellent written and verbal communication and presentation skills, with the ability to engage effectively with both technical and non-technical stakeholders.
