[About the role] GovTech's CIO's Office builds products that improve how GovTech operates and that can, where relevant, serve as useful models for the wider public sector. The Hiring to Productivity workstream covers the full workforce journey: translating manpower plans into hiring needs, running effective recruitment processes, equipping people with the tools and access they need, and helping them become productive as quickly as possible. Throughout this journey, we aim to maintain sound security, data and operational controls. As a Product Manager (II), you will own a product, substantial feature area or defined problem within this journey. Depending on workstream priorities, this could involve products supporting manpower planning, recruitment, workforce records, onboarding, equipment and access provisioning, or workforce administration. The current domain includes products such as Manpower Nexus, Greenhouse, T-rex, Equip and Punchcard. You will work with users, business owners, product operations, design and engineering to understand problems, decide what matters most and deliver improvements from discovery through launch and iteration. You will be expected to operate independently within your product area, while working closely with the PM Lead to ensure that your roadmap supports the wider Hiring to Productivity strategy. You will be accountable for the outcomes and day-to-day product decisions within your assigned area. The PM Lead owns the end-to-end workstream strategy and portfolio trade-offs across multiple products; you will work together on cross-product dependencies, material risks and decisions that affect the wider journey. This is an individual-contributor role for a PM who is ready to independently own a product area. The PM Lead will provide coaching, organisational context and direction on workstream priorities, while giving you room to exercise judgement and grow your product craft. This role suits someone who enjoys making sense of ambiguous operational problems, is comfortable working across organisational boundaries and wants to use technology to improve the everyday experience of public officers and the teams that support them. [What you will be working on] The journey from manpower planning to productivity spans multiple teams, policies and systems. Today, users and operational teams may need to navigate fragmented workflows, repeated data entry, manual coordination and unclear hand-offs between stages. Decisions made in one part of the journey can also create downstream effects—for example, the quality of manpower and recruitment data affects how smoothly a person can be onboarded, equipped and supported. You will work with an established cross-functional group of engineers, designers and product operations colleagues, as well as business partners across GovTech. Your challenge will be to improve an assigned part of this journey while understanding how it connects to the whole. This may involve creating a new product, modernising a legacy service, improving an existing product or joining up workflows and data across products. Own product outcomes and direction Own the success of an assigned product, substantial feature area or defined problem from discovery and prioritisation through delivery, launch and continuous improvement. Define clear user and organisational outcomes, and develop a product strategy and roadmap that align with the Hiring to Productivity workstream. Prioritise opportunities based on user needs, expected impact, evidence, effort, risk and dependencies—not simply the volume or seniority of requests. Focus the team on the work with the greatest expected value, adapting plans independently as new evidence or constraints emerge. Understand users and define the right problems Conduct user research and analyse operational data to understand the needs of workforce planners, recruiters, hiring managers, employees and external workforce members, as well as HR, security and operational teams. Map end-to-end journeys and identify where fragmented processes, unclear ownership or poor data hand-offs create delays, rework or control risks. Turn research, feedback and operational insights into clear problem statements, product requirements and measurable hypotheses. Validate or reject ideas early through data analysis, prototypes and lightweight experiments before committing significant engineering effort. Deliver effectively with a cross-functional team Work closely with engineers, designers and product operations colleagues to shape solutions, clarify requirements and deliver useful increments. Make practical trade-offs between speed, quality, scope and simplicity, with a clear understanding of implementation constraints and operational consequences. Keep delivery on track by surfacing dependencies and risks early, resolving issues proactively and engaging the PM Lead or relevant specialists when needed. Ensure that privacy, cybersecurity, reliability and accessibility needs are considered throughout product development rather than only at launch. Build connected, measurable services Partner with the owners of related products—including Manpower Nexus, Greenhouse, T-rex, Equip and Punchcard—to improve end-to-end workflows, strengthen data flows and reduce duplicated data entry or manual coordination. Remain accountable for the outcomes, interfaces and dependencies within your assigned product or problem area, while working with the PM Lead on trade-offs that span the wider portfolio. Partner with technical teams on system integrations, data ownership, error handling and the controls needed for sensitive workforce information. Define success measures before launch, establish appropriate product analytics and use the resulting evidence to decide whether to iterate, scale or stop an initiative. Track outcomes such as time to productivity, processing time, data quality, task completion, adoption, user satisfaction and reduction in manual effort. Drive adoption and contribute to the team Partner with product operations and business teams to plan and deliver the communications, training, documentation and transition support needed for successful adoption. Build trusted relationships with stakeholders, communicate decisions and trade-offs clearly, and influence outcomes without relying on formal authority. Share research, data, lessons, successes and failures openly so that other product teams can benefit from the work. Contribute to a constructive team culture, help peers where useful and suggest improvements to the team's ways of working. [What we are looking for] Experience owning a digital product, substantial feature area or service improvement from discovery through launch and iteration. Experience with zero-to-one products, product modernisation or ambiguous operational problems would be beneficial. A data-focused approach, using qualitative and quantitative evidence to prioritise work, test assumptions and evaluate outcomes. Ability to work closely with engineers, designers and business owners, understand their respective needs and trade-offs, and make sensible decisions about speed, quality and simplicity. Technical fluency in areas such as APIs, system integrations, data models, security and privacy would be useful; deep software engineering expertise is not required. Strong written and verbal communication, with the ability to work through differing stakeholder needs and influence across organisational boundaries. A high degree of ownership: you identify and address issues with minimal guidance, while recognising when to seek help or escalate a material risk. Interest in public service and in improving the systems and experiences that help government teams do their best work.
